Research On Ecological Compensation System Under The Concept Of Shared Development

Ecological compensation is that the beneficiaries of ecological functions pay the corresponding fees to the providers of ecological function services,so as to achieve coordinated development and shared development between different regions.Ecological compensation is the institutionalized form of ecological civilization,which plays an active and important role in coordinating the tension between economic and social development and ecological environment protection.The internal relationship between the concept of shared development and the ecological compensation system lies in that the concept of shared development is an important theoretical basis of the ecological compensation system,and the ecological compensation system is an important form of the shared development system.The practice of ecological compensation system in developed countries such as the United States,Europe,Japan and developing countries such as Brazil has reference and inspiration significance for China's ecological compensation system,which is mainly manifested in: promoting system innovation,paying equal attention to the government market;setting compensation conditions,clarifying legal responsibilities;strengthening information disclosure,ensuring compensation effect.China's ecological compensation system practice and reform and opening-up progress together,ecological compensation achievements are significant,there are also development difficulties.In order to improve the system of ecological compensation in China,we should take the concept of shared development as the guide to seek for improvement countermeasures: first,adhere to the rule of law of the basis of ecological compensation;second,marketization of the mechanism of ecological compensation;third,diversification of the ways of ecological compensation;fourth,rationalization of the system of ecological compensation.
