At present,there are more and more waste electrical and electronic products in the world.The pollution of waste electrical and electronic products directly and indirectly damages people's health,and the annual output of waste electrical and electronic products in China is also amazing.Through the research on the legislation of pollution prevention and control of waste electrical and electronic products in China,we can better show the problems existing in the legislation and promote the prevention and control of new pollution.At the same time,we should also realize that waste electrical and electronic products have high pollution and risk,as well as high resource.Promoting the recycling of resources as much as possible through legislation,it is conducive to alleviate the contradiction between social development and resource shortage,to the construction of a resource-saving society,and to the sustainable development of human society.Literally,"waste electrical and electronic products" refers to products that are discarded after consumers purchase and use,but should be expanded in legal documents.The pollution prevention and control of "waste electrical and electronic products" is different from that of general solid waste.Its random dismantling will cause waste of resources and environmental pollution.The pollution prevention of waste electrical and electronic products should not only consider the harmless treatment of waste,but also consider the resource utilization efficiency of waste.As early as before the special legislation of the circular economy promotion law,the concept of "circular economy" economic development had a subversive change on the way to deal with pollution in the world,and gradually penetrated into the relevant legislation of environmental pollution prevention and control in China.Through the historical analysis of the legislative process and the introduction of legal documents,this paper presents the legislative status and problems of pollution prevention and control of waste electrical and electronic products in China.By quoting the relevant legislations and systems of representative countries,the article also thinks about its enlightenment and reference significance to China.Finally,by reflecting on the shortcomings of domestic legislative structure and legislative content,drawing lessons from the legislative practice of pollution prevention and control of waste electrical and electronic products in foreign countries,the paper puts forward improvement strategies for outstanding problems and carefully analyzes and compares the pass mark of "extension of producer responsibility" Therefore,some suggestions are put forward for the system management reform of pollution prevention and control of waste electrical and electronic products in China.
