Research On The Impact Of Environmental Protection Investment On Green Development In The Yangtze River Economic Belt

Since the reform and opening,China ’s economy and society have shown a state of rapid development.With the improvement of living standards,people ’s requirements for quality of life have become higher and higher.The 19 th CPC National Congress requires us to implement the concept of green development and promote highquality and sustainable economic development.Environmental protection investment is the economic foundation for achieving green development.It plays a decisive role in dealing with environmental problems such as environmental pollution and the construction of environmental protection infrastructure.However,domestic environmental protection investment has long been insufficient and inefficient.It did not play a strong role in promoting green development.The Yangtze River economic belt covers a vast area,spanning the east,middle,and west of China,and is an important secondary industry cluster in China.It contributes more than 40% to the national economy and plays an important role in China.Therefore,studying the impact of environmental protection investment on green development in the Yangtze River Economic Belt can effectively improve the efficiency of environmental protection investment,solve environmental pollution problems,and further promote high-quality economic development.Therefore,this paper selects the provinces and cities of the Yangtze River Economic Belt as the research object,and studies the impact of environmental protection investment on green development from the two aspects of total environmental protection investment and environmental protection investment structure.This paper first summarizes previous research results by reviewing previous research literature.Then define the concept of environmental protection investment and green development,build the theoretical basis of the article from the perspective of environmental Kuznets curve theory,externality theory,public goods theory,sustainable development theory,etc.,and aim at the economic and social development of the Yangtze River Economic Belt,the environment Describe and analyze the current situation of investment in pollution and environmental protection.Then,by constructing a super-efficiency SBM model based on undesired output,the green development efficiency of the 11 provinces and cities in the Yangtze River Economic Belt was evaluated,and the green development efficiency value was obtained.The horizontal and vertical dimensions were compared and analyzed.Finally,the paper uses the data of the 11 provinces and cities of the Yangtze River Economic Belt from 2006 to 2018 to construct a spatial econometric model to study the impact of the total amount of environmental protection investment on green development.On the basis of previous studies,the environmental protection investment is subdivided creatively.The reasons for the low efficiency of environmental protection investment are studied from the internal structure of environmental protection investment,and corresponding countermeasures are proposed based on the research results.The paper mainly draws the following conclusions:(1)The total amount of environmental protection investment in the Yangtze River Economic Belt is insufficient and the structure is unbalanced.The total amount of environmental protection investment in each region,especially in the upstream region,is relatively small,and the gap between it and the middle and lower reaches is obvious.(2)The overall green development efficiency of the Yangtze River Economic Belt is low,and regional differences are obvious.(3)There is a significant spatial correlation between the green development efficiency of the 11 provinces and cities in the Yangtze River Economic Belt.(4)From the perspective of total environmental protection investment,the impact of environmental protection investment on the green development efficiency in the Yangtze River Economic Belt is not significant;from the perspective of environmental protection investment structure,urban environmental infrastructure construction investment has a significant negative impact on green development efficiency.Industrial pollution source treatment investment has a significant positive impact on the efficiency of green development.The environmental protection investment that completed environmental protection acceptance projects that year has a certain positive impact on green development efficiency,but it is not significant.Based on this,the article puts forward corresponding policy recommendations:(1)All regions should continue to practice the concept of green development and promote high-quality economic and social development.(2)Increasing the total amount of environmental protection investment and expand the sources of environmental protection investment.(3)We should optimize the investment structure of environmental protection,based on China’s national conditions,and solve environmental problems in a targeted manner.(4)Establishing supporting measures to better play the regulating role of environmental protection investment.(5)Focus on the coordinated development between regions,innovate and establish a cross-regional ecological compensation mechanism,and give full play to its leading role.
