Research On Environmental Costs Control System Of Oilfield Enterprise A

The 18 th National People’s Congress raised "Building ecological civilization is a long-term plan for the people’s happiness and the future of the nation." The promotion of the construction of ecological civilization has provided rigid challenges to the old development pattern of "pollution first,treatment later".And the enterprise is the main forces of economic development.As the country’s leading companies,the oilfield enterprises urgently needs to solve the problem of environmental costs control.There are three necessities to take environmental costs control.First the government get very attached to environmental issue.The government launched the twelfth five year plan of emission reduction and environment protection to accelerate the development of environment-friendly society.Then the cost of environmental governance gradually internalized.Due to the particularity of oilfield enterprises production there are more waste in the production process.So the stakeholders increasingly focused on environmental performance.The stakeholders mainly include residents,environmental organizations,government and customers.Because the enterprises need to spend pollution treatment cost so that increase the burden.Eventually take environmental costs control is benefit to strategy development.By pay attention to environmental costs control the enterprises can gain competitive advantages and development opportunities.The article is divided into six chapters.The first chapter is the introduction.The second chapter discusses the related concepts and theories of environmental costs and environmental costs control.The third chapter analyzes the current situation and problems of environmental costs control of oilfield enterprise A.The fourth chapter discusses the construction and operation of environmental costs control system in oilfield enterprise A.This article will apply Simon control theory to the construction of environmental costs control system of oilfield enterprise A.Redesigning the four subsystems include belief system,boundary system,diagnostic control system and interactive control system.We will improve and design environmental balanced scorecard for oilfield enterprise A to build environmental performance evaluation system.The fifth chapter puts forward the safeguard measures for the establishment of environmental cost control system of oilfield enterprise A.The last chapter is the conclusion.
