The Research On Regulation In Shanghai Sewage Treatment Marketization

With the acceleration of the global economy and the comprehensive development of society in 1980 s,the urban sewage treatment industry is growing rapidly throughout the country.The proper disposal of urban sewage can help to improve the quality of water source,ensure the safe water for the public and maintain the harmony and order of the city.At present,the urban sewage treatment marketization is still in the period of exploration and growth,the traditional supply mode of sewage treatment service has not been adapted well to the rapid development of economy,society and urbanization.In order to promote the long-term development of the urban sewage treatment marketization,in order to strengthen the effective government regulation,this paper is on further research concerning the regulation in Shanghai sewage treatment marketization.Thus,to find out its problems and causes about local government supervision in the process of urban sewage treatment marketization reform,to gain inspiration by learning from international experience,to explore the functions and responsibility which local government should have in theurban sewage treatment marketization,as well as the positioning and structure ofthe regulation system.Through careful reading and data extraction from a large number of domestic and foreign works and references,this paper takes regulation in Shanghai sewage treatment marketization as the research object,analyzing its theoretical basis and practice status both at home and abroad.Through the analysis of the combination with theory and practice,to elaborate the current regulation in Shanghai sewage treatment marketization.On the basis of a series of quantitative analysis,to clarify the necessity of implementing the regulation in urban sewage treatment marketization,to summarize the problems exposed from the regulation in Shanghai sewage treatment marketization.Combing with the general predicament and causes of the municipal public utilities marketization regulation,to deeply explore the reasons for the improper part concerning the regulation in urban sewage treatment marketization.In the meantime,briefly summarizing the main characteristics of some developed countries,especially focusing on the comparative analysis among UK,US,France and Japan,the purpose is to obtain the enlightenment which is applicable to the Chinese basic national conditions from the international experience.Finally,based on the actual situation in Shanghai,to put forward some targeted countermeasures and suggestions,including that improving the regulation system of urban sewage treatment,perfecting the supervision management and the legislation system,rationally constructing sewage treatment price regulation,making open and effective sewage treatment quality regulation,ensuring market entry and exit regulation based on the evidence,improving public infrastructure and encouraging technological innovation.It is expected to provide valuable reference and inspiration for relevant research on the regulation in Chinese urban sewage treatment marketization.
