As an important pillar of the national economy,the "two highs" industry is related to the stability and prosperity of the region,but there are problems such as high unit energy consumption,low economic efficiency,and serious environmental pollution.The government takes this issue seriously to protect the people's "right to survive",formulates and implements the "atmospheric ten" policy in accordance with the law,and uses national coercive measures to supervise relevant markets and industries.In order to achieve high-quality industrial development,balance the relationship between enterprises,people's livelihood,and the environment,comprehensively assess the effect of the "Ten Atmosphere" policies,which is conducive to further understanding and analysis of the impact of industrial policies on industry transformation and upgrading,and can also be used for future industrial policy Provide a certain basis.Based on the data of A-share listed companies from 2011 to 2018,this paper uses the double difference model to test the impact of the “Atmosphere Ten” policy on the total factor productivity of regulated enterprises.It is based on a series of robustness such as parallel trend test,propensity score matching method and instrumental variable method.Test this paper to arrive at a consistent conclusion.The results show that compared with the control group,the “Atmosphere Ten” policy has a significant negative impact on the total factor productivity of enterprises.From the perspective of heterogeneity,enterprises in state-owned enterprises and PM2.5-regulated areas are more negatively impacted.Further analysis shows that the “Atmosphere Ten” policy promotes the improvement of total factor productivity from the innovation channel,but hinders the development of the enterprise from the resource allocation channel.
