Research On Performance Appraisal System Improvement In Third Level Unit Of GD Oil Production Plant

Around the strategic goal of developing a world-class energy and chemical company,drawing lessons from the management mode of international oil company,Sinopec comprehensively promotes the oil company system and mechanism construction,and puts forward clear requirements on continuing to make oil field sector bigger and stronger.Relying on the "four modernizations",GD oil production plant reforms the organization,straightens out the management process,clears the responsibilities at all levels,optimizes the allocation of resources,and builds a lean and efficient oil company system.On the basis of the original performance appraisal management experience,the performance evaluation system of GD oil production plant must be improved to achieve the benefit,in order to highlight the central position of efficiency.This paper first introduces the research status of performance evaluation,and summarizes the basic concepts,methods,processes and system structure of performance appraisal combining with the characteristics of oilfield enterprises,which provides the theoretical basis for the performance appraisal system improvement.Then it briefly introduces the current situation of the system of GD oil production plant,and points out the major problems in the system,which includes that the index setting lacks the strategy orientation,the examination method is not scientific enough,the implementation process lacks dynamics,and the result is not obvious.Meanwhile it deeply analyzes of the main causes of the problems.To solve the above problems,this paper develops the performance appraisal system of third units of the improvement scheme including the optimal set of performance evaluation index system,the scientific selection of evaluation method,the promotion of dynamic performance appraisal implementation process,the full use of the performance evaluation result and other aspects.Finally,the paper gives five measures to improve the performance evaluation system.
