Research On The Ethical Responsibility Of The Subject Of Haze Management In China

In recent years,China’s air pollution has become a clear warning of color and red.Smog not only seriously threatens people’s physical and mental health,but also restricts the development of social economy,politics and culture,and must therefore pay attention to it.The haze problem is not only the result of the accumulation of environmental pollution,but also reflects a profound ethical contradiction.The smog is a natural disaster,but it is also a man-made disaster.In the cause of smog,the misuse of human behavior and the lack of human moral responsibility are the most fundamental reasons.The connotation of responsibility ethics emphasizes that human beings are not only responsible for the lives of present and future generations,but also for all life on earth including animals and plants,and for the entire natural environment on which humans depend.Through the responsibility ethics,the sense of responsibility of each behavior subject is awakened,so that each behavior subject can assume corresponding responsibility and prevent the occurrence of common disaster.At present,China’s smog management is in a state of chaos in the government,enterprises and the public.The investment in governance is not small,but the effect is not satisfactory.As the main bearer of environmental ethical responsibility,the government must not only be responsible for the actions of the government itself,but also bear the guiding responsibility for enterprises and the public.Through in-depth research on the management of smog,especially the detailed analysis of the responsible subject,this paper advocates that the government,enterprises,society and citizens should assume their respective environmental responsibilities.In the process of smog governance,the government plays a leading role,relying on various social forces such as enterprises,non-governmental organizations,citizens,etc.,mutual understanding and cooperation,jointly assume responsibility for ecological governance,form an effective linkage mechanism,and strengthen the system.Innovate,coordinate the interests of all parties,and achieve the ideal results of smog governance with the strong synergy of ecological governance.This article from the perspective of responsibility ethic problem of fog haze governance in our country,divided into four parts,the first part defines the fog haze problems and identify its main cause,analysis of the present condition of the fog haze governance responsibility ethics problems and current situation,the second part on the basis of haze governance responsibility basis,analysis the fog haze governance responsibility connotation,to clarify the responsibility subject of haze governance and their respective responsibilities.The third part analyzes the current situation and obstacles of each responsibility subject in haze governance in China.The fourth part tries to put forward the ways,methods and measures to solve these problems.
