In order to promote the adjustment of transport structure,various policies have been issued at the national level and the level of Hubei Province to support the development of waterway transport.The Jianghan Canal has ushered in unprecedented opportunities for development,which is stimulating the growth of canal traffic.At present,the factors such as short navigation time,low traffic density and fewer safety accidents in Jianghan Canal cause the problems of unclear safety plan and unclear safety input strategy of Jianghan Canal Channel Management Office.With the increase of the canal traffic volume,these problems will greatly limit the safety production of the canal.Therefore,it is of great significance to study the strategy of safety investment in navigation of the Jianghan Canal and to promote the rationalization,scientificalization and high efficiency of safety investment decision-making,so as to ensure the safe production of the canal.Taking the Jianghan Canal as the research object and the safety input as the breakthrough point,this paper uses the system dynamics to quantitatively analyze the relationship between the safety input and the safety level of the Jianghan Canal,with a view to providing theoretical basis for the formulation of the safety input strategy of the Jianghan Canal Channel Management Office.Firstly,on the basis of literature research,this paper analyses the connotation and characteristics of navigation safety investment,and defines the scope of research.On this basis,it systematically analyses the current situation of navigation safety and investment status of Jianghan Canal,and clarifies the shortboard of the canal.Secondly,relying on the status quo analysis and questionnaire survey,the influencing factor system is determined,and with the help of ISM-MICMAC analysis factors correlation,determined the Driving ForceDependency Attribute of influencing factors.Thirdly,on the basis of factors correlation analysis,the navigation safety system dynamics model of Jianghan Canal is constructed.Through simulation,it is concluded that the safety level of Jianghan Canal is on the rise during the simulation period,which proves that the safety work is effective.Finally,depending on the system dynamics model,the effect of safety input is determined by changing the total safety input and factor safety input,and corresponding safety input strategies are put forward for kinds of false situations.On this basis,some countermeasures and suggestions were put forward,such as paying attention to the completeness of navigation aids,improving the maintenance level of ship lock facilities,strengthening the monitoring of waterway depth,developing digital waterway construction,improving the level of cooperation and communication between canal management agencies,steadily advancing team building,and paying attention to safety level assessment.These suggestions provided reference for the formulation of safety investment strategy of Jianghan Canal Channel Management Office.Referring to the research methods of safety investment in coal mine and construction industry,this paper uses system dynamics to study the safety investment in Jianghan Canal,and constructs the quantitative relationship between the safety investment and safety level of Jianghan Canal based on the influence factor system.It provides a theoretical basis for the formulation of safety investment strategy of Jianghan Canal Channel Management Office.It is of great significance in promoting the scientific and theoretical strategy of safety investment of Jianghan Canal Channel Management Office.
