With the rapid development of China's economy,LNG is gradually changing people's production and life.Today,the transportation and storage of LNG is no longer a problem that haunts people.The development of science and technology enables LNG to be put into human production and life anytime and anywhere,providing great convenience for social development.In recent years,LNG gasification stations have mushroomed in China,attracting the attention of countless investors.However,any investment is the coexistence of income and risk,and the investment of LNG gasification station project is no exception.Therefore,this paper conducts a comprehensive comparative analysis and Research on the benefits and possible risks in the investment project of LNG gasification station,aiming to control the risks of the project,analyze the project risks in a predictable way,and reduce the possibility of adverse consequences caused by the risks.Based on the case of LNG point gas supply station project of company B,this paper analyzes the possible risks in the project from the preliminary planning,construction to the later production,operation and maintenance.Based on the basic theory of risk management,this study identifies and measures the risks,and uses risk assessment methods,including famous risk research methods such as brainstorming method,fishbone diagram method,etc.,to analyze the possible government supervision risks,sales pricing risks,technical equipment risks,site operation risks,HSE risks in the implementation of the LNG station project of company B The risks are analyzed one by one,and then the Delphi method is used to evaluate the risks of the gasification station project of company B.The evaluation results show that the biggest impact of the project is the government regulatory risk(weight W is 0.270),then the technical equipment risk(weight W is 0.206),then the sales pricing risk(weight W is 0.212),then the site operation risk(weight W is 0.188),and the HSE risk(weight W is 0.114)is the smallest.Finally,according to the above risk prevention and control,put forward the response strategy,and on this basis,analyze the main risk response strategy.HSE risk response measures include strengthening basic HSE management,safety education,equipment HSE management,emergency management,occupational health management,occupational disease hazard management,environmental protection management,supervision,inspection and assessment.Site operation risk response measures include safety measures,installation quality control,production management,technical management and production guarantee management.Technical equipment risk response measures include strict design and selection in accordance with the specifications and daily equipment management and maintenance.Price risk response measures include pricing according to service cost or reference alternative energy price and reference natural gas pipeline network price.The government's regulatory risk response measures include following the existing specifications,suggesting that the government adopt unified standards,actively implement industry standards and prepare all kinds of relevant certificates according to the specifications.
