Research On The Development Of Xinjiang Environmental Liability Insurance

Environmental pollution has become an important issue that can not be ignored in the development process of our country.Xinjiang,as a province with backward economic development in China,has a low degree of industrialization development and less environmental pollution than other provinces,but the problem of environmental pollution in Xinjiang still has to be paid attention,mainly because: first,Xinjiang is located in the arid region of northwest China,although it accounts for one-sixth of China's land area,but the oasis suitable for human habitation accounts for only 5% of the area of the whole territory,more than 24 million people live in this small land,the ecological environment is extremely fragile,once the environmental pollution events occur,the treatment and repair is very difficult,the consequences are unimaginable;second,Xinjiang as the core area of China's Silk Road Economic Belt,in the process of development,we should take the economy and the environment and follow the path of green development into account.Environmental liability insurance,as an economic means to prevent and control environmental pollution,is of great significance to study its development in the light of the specific situation of Xinjiang.Firstly,the paper sorts out the relevant literature at home and abroad,and introduces the concept of environmental liability insurance and its theoretical basis,so as to lay the foundation for the writing to be carried out later.On this basis,the necessity of further strengthening the development of environmental liability insurance in Xinjiang is explained.Secondly,by collecting the relevant data of waste water,industrial waste gas,sulfur dioxide,industrial dust and industrial solid waste from Xinjiang and the whole country from2011 to 2017,the weight coefficient of related pollutants is calculated by using the coefficient of variation method,and the pollutant indexes of Xinjiang and the whole country are obtained.there is a certain gap between the overall pollutant index of Xinjiang and the whole country,and the source of pollutants is relatively scattered.However,the fragility of the ecological environment makes the environmental problems need to be attached great importance to by the society.Environmental liability insurance,as a kind of liability insurance,as a financial means to disperse the risk of environmental pollution,through the basic of environmental liability insurance in Xinjiang.Through the analysis of the situation,it can be seen that its development time in Xinjiang is short and its development restrictions are many,its insuranceinsurance type,insurance technology,R & D degree and service level of insurance companies are quite different from those of the developed areas of China's insurance industry,which makes it have many problems.Thirdly,through summarizing the main contents of three different environmental liability insurance development models in the United States,France and Germany,and introducing the main models of environmental liability insurance in Wuxi and Chongqing,which are relatively successful in the pilot project of environmental liability insurance in China,this paper summarizes its development experience.In the end,through the above-mentioned situation of the development of the insurance industry in Xinjiang,the pollution situation in Xinjiang,the basic situation of the environmental liability insurance in Xinjiang,the existing problems and its causes,and the successful experience of the development of environmental liability insurance at home and abroad,The following four suggestions have been put forward for the development of environmental liability insurance in Xinjiang: one,the relevant laws and regulations should be established and established;secondly,the reward and punishment system related to the environmental liability insurance should be established;and thirdly,the coverage should be determined and the insurance premium rate should be scientifically established;and 4,the publicity should be increased.To push the trade association to play a role.
