"Emphasizing economy and ignoring environmental protection" and "developing the strong and protecting the weak" were the norm once when economic development was advocated in China,because the ignorance of environment at that time caused many existing environmental pollution problems,among which industrial pollution was the most representative product to witness the economic development.In this paper,the case of Y Town in Shanghai City in the treatment of industrial pollution is introduced.In addition,some problems existing in the process of treatment are discussed from the multi-center treatment perspective and the causes of the treatment dilemma are analyzed.At present,the government still drives other subjects(enterprises,the third party and the public)to control industrial pollution,but the information of the government environmental protection agencies about the mastery of pollution sources is not smooth.The grass-roots environmental protection team is not yet perfect,the participation channels of enterprises and the public are limited,and the multi-subjects compete with each other.These problems hinder the control of industrial pollution in townships.In this paper,there are three reasons for the dilemma of industrial pollution control in townships,including the historical issue,the defect of government function and the insufficient participation of multiple subjects.In terms of the historical issue,the Chinese economy has been developed vigorously since the 1970 s.The traditional GDP assessment has prompted leading cadres to ignore environmental protection.With the evolution of urbanization,the backward industrial enterprises in cities have been transformed or slowly transferred to townships.As a result,a large number of highly polluting industrial enterprises with backward technology and excess capacity have gathered in townships.There was no scientific layout in the early planning of the government;In terms of the defect of government functions,it includes the lack of coordination among environmental supervision departments,the imperfect grassroots environmental protection team,the limited law enforcement authority and the hysteretic laws and regulations.In terms of the insufficient participation of multiple subjects,not only does it include the weak awareness of environmental protection,the insufficient investment in environmental protection and the low public participation,but it also includes the profit-making behavior in the case of the imperfect supervision of the third party.In view of the problems found above as well as the analysis of the causes of the dilemma,some countermeasures are put forward for the government,enterprises,the third party and the public from a multi-center perspective in this paper.On the one hand,increase the environmental weight in performance appraisal,strengthen the coordination of supervision among various departments,improve the team of environmental law enforcement agencies,strengthen the internal construction and refine investment to promote industrial upgrading and transformation to optimize the government regulatory function.On the other hand,create a transparent and open market environment to accelerate the promotion of the enterprise social responsibility and enhance technology to improve the pollution control ability and consciousness of enterprises.In addition,promote the construction and development of environmental protection institutions,and improve public participation channels to expand the space for the third-party pollution control and enhance the public supervision force.Finally,build a multi-subject cooperation platform to improve the pollution control network of the township industry.
