Exploring The "Sports-oriented Governance" Transformation Of Legalization By Taking Dalian City's Special Renovation Of Environment And Appearance As An Example

Sports-oriented governance,as a common policy tool currently used by Chinese governments in government governance,can mobilize a large number of social governance resources in a short time,and effectively repair and solve specific problems.This kind of governance is responsive,effective and well-targeted.The governance scale is huge and the social problems are complex amidst the current critical period of social transition.Meanwhile,the contradiction between supply and demand of insufficient policy tools and limited governance resources do exist.But Sports-oriented governance can solve problems above accurately,effectively and quickly.However,featuring temporality and mobilization,sports-oriented governance are naturally opposed to the goals of governing the country by law,ruling by law and administrating by law.With the deepening of the modernization of the national governance system and governance capacity,stricter requirements have been placed on the systematization,standardization and legalization of governance subjects and objects,governance methods and procedures,as well as governance organization mechanism.As a result,the sports-oriented governance is challenged.The city-specific environmental renovation carried out in Dalian from 2015 to 2018 has greatly improved the city's appearance and environment,solved the long-standing historical problems that could not be solved for many years,and promoted the establishment and improvement of the long-standing gaps in the system and mechanism of conventional governance,formed a long-term effective governance structure,and achieved remarkable results.In this article,we will take the specific environmental renovation of the appearance and environment in Dalian as a case to explore the path of legal transition of sports-oriented governance.The first part is the introduction,including the background and research significance of the topic about the transitional issue of sports-oriented governance,the theoretical research on sports-oriented governance domestic and overseas,the concept definition,emergence and development,system roots and basic characteristics of sports-oriented governance,and put forward the main content and methods of research.The second part is an interpretation of the present status of the specific renovation of the urban appearance and environment,which briefly summarizes the definition,research scope and basic methods of this specific renovation,analyzes the social background of it,that is to say,the failure of the conventional governance,and summarizes the remarkable achievements of the special renovation,reflects on its existing problems,and paves the way for the construction of the theoretical model.The third part is the successful experience and problem analysis of the specific renovation of appearance and environment in Dalian.By using the theory of public administration,this paper makes a theoretical analysis on the specific renovation of Dalian's city appearance and environment,and demonstrate the typical characteristics of sports-oriented governance in cases..By constructing a theoretical analysis model,it analyzes the internal logic of the success of the specific renovation from the aspects of the effectiveness of governance tools,the lack of alternative tools supply,and the high degree of integration with local governance ecology.From the perspective of damaging the effectiveness of the current system and delaying the development of conventional governance,the reasons for the existing problems of sports-oriented governance are analyzed.The fourth part is the countermeasures and suggestions for the legalization of sports-oriented governance.This paper summarizes the beneficial experience of Dalian's specific renovation of city appearance and environment in the transformation of the rule of law.In view of the problems existing in practice,it puts forward suggestions from three aspects: improving the legal system of city appearance management,strengthening the enforcement of city management,and establishing the cooperation mechanism among departments.At last,the paper puts forward that the sports-oriented governance should be based on the following three aspects: the establishment of the rule of law thinking,the use of means of law,and the full mobilization of social forces,so as to realize the transformation of rule of law.
