Study On Ecological Compensation System Optimization Of Huidong Guangdong Turtle National Nature Reserve

To solve the existing and protection problems of nature reserves and to optimize the ecological compensation system is the core meaning,key work and inevitable way to establish and perfect China's natural ecological compensation mechanism.It has become an urgent need for human society to protect and solve the imbalance between economic and social development and natural ecological security.China's ecological nature reserves provide us with great economic value,social value and ecological value,but the ecological environment of nature reserves is worrying under the current upsurge of development of ecological nature reserves.Therefore,the protection of nature reserves based on ecological compensation system is the focus of this article.This paper takes the complex system of Guangdong Huidong Turtle National Nature Reserve as the research object,and combines with the relevant practical methods at home and abroad,through deductive induction,field investigation and comparative analysis,sorts out the development of ecological compensation,and then focuses on the current situation and effect of the implementation of compensation system.The main research content is divided into five chapters.The first chapter,the introduction part mainly elaborates from the research background,significance,research goal and the domestic and foreign ecological compensation related research situation and so on.The basic concept and connotation of ecological compensation are analyzed,and ecological compensation is explained from the theoretical basis of economics and law,which lays the theoretical foundation for this study.The second chapter summarizes the ecological compensation system of nature reserves in China,defines the concept of ecological compensation system and discusses relevant theories.Based on the analysis of ecological compensation economics and jurisprudence theory,this paper puts forward the necessity and feasibility of constructing ecologicalcompensation mechanism in Guangdong Huidong Turtle Nature Reserve,laying the foundation for the following chapters.The third chapter gives a brief introduction to Guangdong Huidong Turtle Nature Reserve,focusing on its geographical location,ecological status and resources.The problems in the ecological compensation system of Guangdong Huidong Turtle Nature Reserve were investigated by questionnaire to find out the reasons.In the fourth chapter,the measures to optimize the ecological compensation system in Guangdong Huidong Turtle Nature Reserve are discussed and analyzed from four aspects.The fifth chapter summarizes the full text.The paper mainly draws the following conclusions: the connotation of ecological compensation in nature reserves is comprehensive;At the same time,the legislation system of ecological compensation system in nature reserves in our country is very imperfect,so it needs to be carried out from two levels,legal and regulatory level and local normative documents,especially the central and local two aspects.Secondly,in terms of specific legal system,ecological compensation should be comprehensively applied in various ways.In terms of raising funds,the government should take the lead,supplemented by the market mechanism,and intensify the expansion of financing channels for ecological compensation in protected areas.In terms of the management and use of funds,the government should strengthen management and control so that the ecological compensation system in protected areas can be smoothly implemented under the premise of economic guarantee.On the operation mechanism,we should improve the compensation and punishment mechanism,at the same time,we should also improve the guarantee mechanism and supervision mechanism.Thus,the development quality and the goal of ecological compensation in protected areas will be promoted.
