China is the world's largest steel exporter,in recent years,the total steel exports has reached about a quarter of the world's total steel exports.The continuous large-scale steel exports have resulted in the decline of the marginal product value of China's steel exports and the resulting waste of resources and environmental pollution,as well as international trade disputes.In this context,the significance of steel export to China's economic development and social external effects should be reconsidered,the relationship between economic benefits and resource environment generated by steel exports should be re-examined,and the scale and mode of steel export should be actively adjusted,so as to make it in line with the current China's economic and social development of the supply-side reform and the construction of ecological civilization and the needs of the new energy revolution.Based on this,this paper studies the economic benefits,resources,and environmental impact of China's steel exports from 1997 to 2017,and discusses them from two perspectives,dynamic and static.First,the economic benefits,resources and environment of the steel industry are defined from a theoretical perspective.Secondly,the development of the steel industry and the current status of export trade,as well as the current status of China's steel industry in terms of resources and environment are discussed.Then,according to the previous discussion,the corresponding index system is established to obtain the economic benefit index,resource index and environmental index of each year from a static perspective using a weight analysis method;From a dynamic perspective,the VAR model,Granger causality test,and impulse response analysis are used to analyze the economic benefits of first-level indicators,the second-and third-level indicators under resources and the environment and their causal relationships;The impact of the selected variables on the economic benefit index,resource index,and environmental index is illustrated when an external shock is given to it by impulse response analysis.Finally,according to the previous analysis and summary,the corresponding policy recommendations are proposed for China's steel export development strategy.The results show that,from 1997 to 2017,the overall economic benefit index of China's steel exports shows an upward trend,the impact index of China's steel export resources shows a fluctuation trend,and the influence index of China's steel export environment shows a fluctuation trend.The scale of China's export trade in steel products has played a leading role in long-term economic benefits,and the amount of sulfur dioxide and soot emissions has played a leading role in long-term promotion of environmental impacts,the total amount of iron ore imports and energy consumption per ton of steel have long-term guiding effects on resources,and the scale,structure and competitiveness of China's export trade in steel products have positive effects on the short-term improvement of economic benefits,the proportion of import and export pollution has negative effect on environment in short term but positive effect in long term.The proportion of import and export resource consumption has positive effect on resource impact index in short term.In the long run,the increase of economic benefit will reduce the waste of resources and environmental pollution,but in the short run,it will aggravate the situation of resources and environment.Finally,the paper gives some policy suggestions: to insist on the development of steel export trade;to insist on the green development of China's steel industry;insist on the innovative development of China's steel export trade;and insist on the goal of "de-capacity" of the steel industry.
