The gap between supply and sale of natural gas is a difficult problem that city natural gas companies need to study and solve.Based on the method of comprehensive research and analysis and the theory of process management,this paper takes the management model of Ningbo Xingguang Company as the research object,and divides the natural gas flow process into three processes,namely,the intake process of gate station(upstream),the internal operation management process(midstream)and the customer selling process(downstream).From the upstream temperament,meters,production operations,maintenance management and downstream business charges,illegal gas use,metering and other processes,the causes of the difference between supply and marketing are analyzed and studied.Based on the actual situation,targeted management measures in the upstream,midstream and downstream processes are put forward.In the upstream intake process management,emphasis is laid on gas volume ratio and improvement of metering accuracy;in the interior operation management process of the upstream,the management of yards and stations should be strengthened to reduce emissions and leakage through technical renovation and internal management,and for the first time,the impact of urban rail transit operation on natural gas pipelines should be put forward;in the downstream user gas sales management process,business fee meter reading and assessment management should be innovated,and flexible management should be adopted.The mode of meter reading increases the input of wireless remote meter and outdoor meter,and promotes the mode of Wechat meter reading,so as to improve the rate of meter reading.At the same time,it actively promotes various forms of payment,incorporates the timeliness of user's gas payment into the credit information system,and adopts certain compulsory means to improve the accuracy and timeliness of charging.Pay attention to the selection of gas flowmeter,innovatively use the online monitoring system of metering instruments and the method of manual comparison,improve the detection rate of fault meters and timely repair,thus reducing the supply and marketing gap.
