As the country's demand for building a resource-saving and environment-friendly society continues to increase,all walks of life are actively promoting energy conservation and emission reduction.Building energy consumption is a major expenditure of the country's total energy consumption,which is important for energy conservation and emission reduction in the whole society.field.As a large building energy consumption household,urban public buildings have several problems,such as high energy consumption and low energy efficiency,so it is especially important to carry out energy conservation and emission reduction.Among various environmental management policies,the carbon trading system has become the current mainstream development direction due to its marketization and autonomy.It is also a general trend to introduce carbon trading in the building industry in the future.As a key link of the carbon trading system,quota allocation is a complex and important task.However,there are few studies on the allocation of carbon emissions quotas for public buildings and there is a certain gap from practice.Therefore,in order to accelerate the energy saving and emission reduction of buildings in China,and carry out carbon trading in the field of building,it is of great significance to study the allocation of carbon emission quotas for urban public buildings.Firstly,this thesis analyzes the carbon emissions composition and current status of public buildings,including the scope definition and classification of public buildings,the content of carbon emissions,and the characteristics of emissions.Based on this,analyzing the characteristics of public buildings' carbon emissions in different regional and different types.Secondly,identifying the influencing factors of carbon emission quota allocation through literature search,and induce final list according to theoretical analysis of allocation principles.The thesis analyzes the interfering factors from provincial level,municipal level and different building categories to lay the foundation for initial distribution.Then,after comparing different quota allocation methods,choose the entropy method and benchmark method to build a system of public building carbon emissions based on the analysis of the factors,both scientific and operable.Finally,considering the dynamic changes of social development and emission reduction needs,it's necessity to make adjustment on allocation.In combination with the initial allocation system constructed previously,an adjustment mechanism is constructed from the total quota and quota allocation to form a complete set of allocation plan for public buildings' carbon emission quota.The thesis establishes an initial allocation system and dynamic adjustment mechanism for public buildings' carbon emission quotas according to analyze the current situation and influencing factors,and solves the source problems of the carbon trading market for public buildings.It provides new ideas for relevant government departments from a practical level,and also accelerates the establishment and improvement of the building carbon trading system,which has certain reference significance for the development of the building carbon market in China.
