Research On Risk Management Of Clean Heating Project

In the 1930 s,a number of incidents occurred one after another in some European and American countries in which air quality pollution and ecological environment damage caused harm to the public.In recent years,China's air pollution has been serious,the increase of smog days has become a serious problem that affects people's healthy life.In order to improve air quality and win the battle of defending the blue sky,all countries have taken active actions and put forward a lot of countermeasures.China proposes to promote the construction of clean heating in winter in northern China by adjusting the energy structure for heating,reducing the proportion of coal consumption and reducing pollutant emissions from the source,in particular,the construction of clean heating in rural areas is an important part of the implementation of the rural revitalization strategy and the improvement of rural public service facilities,which is of great significance to make up the shortage of rural heating infrastructure and improve the human settlements environment,we must press ahead firmly in accordance with the principle of adapting measures to local conditions and taking multiple measures simultaneously.However,in practical work,due to the wide area of rural areas,low income level of residents,weak infrastructure construction and other reasons,there are some problems and many risks in the process of clean heating construction,therefore,we must identify and analyze these risk factors,do a good job of risk management to ensure the smooth implementation of the project.Taking the clean heating construction project in JS town of Laixi as the research object,this paper,by consulting the domestic and foreign risk management research and the Clean Heating Project Construction Literature,understands the project,the risk,the risk management and so on,grasp the meaning and methods of risk identification,risk analysis and risk response,and in JS town clean heating project in the implementation of the above-mentioned theoretical methods to carry out risk management work,and achieved good results.First of all,to fully understand the planning,program and progress of the clean heating project in JS town of Laixi,collect relevant data and information from residents,staff of government departments and enterprises as well as industry experts through on-the-spot investigation and visits,combining the questionnaire survey with Delphi's expertmethod,the project was analyzed and the risk factors were identified,finally,the project has6 main risk sources and 17 risk factors,such as market,policy,technology,fund,society and Management Risk.Secondly,the risk of the project is evaluated by means of the analysis of mould and hierarchy,by constructing the risk factor evaluation matrix,calculating the weight of each factor,and finally combining the risk grade evaluation subordinate matrix,the overall risk of the project and the risk grade of each risk factor are all medium,according to the results of risk identification and analysis,research and formulate detailed risk coping strategies,minimize the possibility of problems in the process of project implementation,and ensure the smooth implementation of the project.In addition,I hope to apply the author's research ideas and methods to some other projects to improve the overall risk management level of clean heating in rural areas of northern China.
