With the increasingly fierce competition in the market,the major oil field enterprises are faced with a severe situation of sharp reduction of profit space in production and sales,In order to do real value guidance,Enterprises focus on the most potential value-added materials supply chain.SINOPEC also put forward the material management goal of "keeping supply,reducing cost,improving quality and increasing efficiency,continuously optimizing supply management".As an upstream company of SINOPEC in northeast China,the material purchase is an important hand for the company to achieve cost reduction and efficiency increase.But over the years,due to the small size of the company and the low degree of standardization in the procurement of materials,inherent material management problems have long existed,price Management,supplier management,Quality Supervision and inventory assurance need more new ideas to reform and innovation.This paper starts with an in-depth study and analysis of the present situation of material management in the northeast oil and gas branch,and combines the modern material management theory,to optimize the material planning,supplier management,price determination,quality assurance and inventory management in the material procurement process,it is of great significance for the northeast oil and Gas Company to reduce the cost of material purchase and improve the efficiency of material use.Through pre-intervention in the production process,to achieve the deep integration of material procurement and production and operation,to ensure the rationalization of material demand planning,reduce the occurrence of temporary material procurement.Through strengthening market research,understanding the market situation of materials,avoiding the principle of low price priority in material purchase,establishing reasonable purchase price and price adjustment mechanism,ensuring the reasonable purchase price of materials tends to the reasonable price inthe market.The quality supervision system and the quality confirmation system are refined to ensure the high-quality supply of materials.Through the importance of business relationship to classify suppliers,complete supplier selection and evaluation,quantitative supplier evaluation management,for different types of suppliers to establish differential communication and evaluation mechanism.Based on the study of modern inventory theory and the use of ABC classification and CVA classification,the material categories are refined,and the safety stock and the best order point are calculated by using the quantitative order method and the regular order method to ensure the minimum stock,avoid overstocking.In order to ensure the effective implementation of the optimization measures,we also need to refine the security measures.First,to establish and improve the system of material procurement,give full play to the advantages of the system,in order to ensure the modernization of the management system and management capacity of material procurement;The second is to refine the organization setup,give full play to the advantages of talents,match strong and complete material purchasing personnel,and expand the purchasing team;the third is to clarify the risk points inside and outside the purchasing links,and carry out the risk prevention and control work of material purchasing in a targeted way,to create a clean and healthy business environment;fourth,to do a good job of information security,mainly referring to the e-pack online purchasing platform and the ERP material purchasing system,to follow the wide application of network communication technology and the convenient development of e-commerce platform,it provides a new idea for the portable development of material purchase.The implementation of multi-safeguard measures has set up a material purchase mode which is suitable for the development of production and construction in northeast oil and gas company,and realized the modernized management of material purchase.
