| Coal is the primary energy of China,which will maintain predictable for decades to come.The number of death accidents in the coal enterprise has not approached zero with the constant upgrade of the method in safety management and the continuous increase of safety investment,which is the focus of the country and society.Compared with developed countries,the security level should be increased in our country.Severe conditions urge researches on coal mine safety to be strengthened continuously,the relative theories and measures to be improved gradually.This paper takes the coal enterprise safety as the research subject,starting with management auditing,using the method of security audition to audit all aspects of the coal enterprise safe production,to discover enterprises’ weak links in the safety management.Therefore,it can feedback on the corresponding information and suggestions,as soon as possible to eliminate security risks.At first,by organizing relative kinds of literature to learn from safety audits in road safety,Network Information Security,Aviation Safety and other areas relatively mature research results,the security audit can be defined in this paper.The Management Audit、Safety Assessment、Analytic Hierarchy Process(AHP)、Fuzzy Evaluation method、Accident Causation Theory and PDCA circulation method with other fundamental methods can be elaborated.Second,accident causes of coal mine in the recent seven years and factors of which affect the coal enterprise safety should be analyzed.to preliminary selected on indicators by exerting the coal mine Accident Causation Theory.Third,according to the principle of creation,the main indicator can be refined by four elements in safety management:people,machines,environment and management,to establish the evaluation index system of the coal enterprise safety audit.It contains four second-level indicators(Personnel Safety,Equipment Safety,Environmental Safety and Management Safety)and fifty-two third-level indicators.The Analytic Hierarchy Process(AHP)method can be discovered to determine the weights of the dimension layer and the index layer,completed the evaluation index system of the coal enterprise safety audit.Finally,according to the PDCA cycle method and contents of the evaluation index system of the coal enterprise safety audit,the safety audit list can be preliminarily compiled and the process of the coal enterprise safety audit can be exploringly designed.A case example is analyzed ultimately in Xiaojihan coal mine.The Fuzzy Comprehensive Evaluation method is utilized to conclude that Xiaojihan coal mine is at a relatively safe level,and put forward the corresponding suggestions.In this paper,principles and methods related to management audit can be utilized to the safety management of the coal enterprise,which provides new ideas and theoretical basis for the construction of the coal enterprise’s safety production supervision system.Conduct safety audit on the coal enterprise can help enterprises to find hidden safety dangers,improve the level of enterprise safety supervision effectively,ensure the enterprise’s safe production,and contribute to the long-term development for enterprises. |
