Government Economic Growth Target Management And Environmental Regulation

The report to the 19 th national congress of the communist party of China(CPC)points out that China's economy has shifted from a stage of rapid growth to a stage of high-quality development.The principal contradiction in China's society has been transformed into the contradiction between the people's growing needs for a better life and the imbalance and inadequacy,in which the people's needs for a better life put forward a high demand on the environmental level.At the same time,in recent years,the government's management of the economic growth target has been gradually relaxed,slowed down and even not mentioned in the government work report,which indicates that the government is adjusting the economic structure and economic growth rate to achieve high-quality development of the economy and the environment.Therefore,it is necessary to comprehensively evaluate the impact of traditional economic growth target management on the development of green economy in the critical period of China's economic development transition.This paper takes the economic growth target management in the annual government work report as the starting point,and specifically explores the relationship between it and environmental regulation,which is of great significance for improving the national environmental governance level and building a modern environmental governance system.Based on this background,this paper firstly puts forward the theoretical mechanism of the impact of economic growth target management on environmental regulation by combining the characteristics of economic growth target management,such as layer upon layer enhancement,government competition and promotion of officials.At the same time,combining with the economic growth target data and environmental regulation data of provincial and prefecture-level cities,the paper makes dynamic evolution analysis by using the methods of coefficient of variation and spatial distribution map to analyze the problems existing in the development process.Then select 30 provincial level in 2000-2017(except Tibet)and 2007-2017 panel data of 120 key cities as the panel regression model,spatial econometric model to carry on the empirical analysis,comprehensive considering area as well as the level of economic development in areas under the classification of heterogeneity analysis and existing spatial spillover effect,the empirical economic growth target for the effects of environmental regulation effect.And ai last,put forward specific policy Suggestions.The conclusions of this paper are as follows: the phenomenon of "layer upon layer" in the management of regional economic growth target is widespread,and the formulation of economic growth target shows a trend of increasing first and then decreasing,and the overall economic growth rate slows down.The environmental regulation level of various regions is on the rise,but there are obvious differences in environmental regulation level between regions and there are obvious spatial correlations.Among them,the government pays more and more attention to the treatment of waste gas.The empirical results show that,(1)economic growth target management has negative impact on environmental regulation,which is mainly manifested in the investment intensity of industrial pollution,the investment intensity of industrial exhaust gas and the regulation intensity of government environmental documents,but has no significant effect on the waste water regulation;(2)The negative effect of economic growth target management on environmental regulation is concentrated in the middle part of China,while the low level of economic development is more strongly inhibited;(3)The interregional economic growth target management has significant spatial spillover effect on environmental regulation,and the coefficient is significantly positive.Therefore,the government should change the traditional "only GDP" assessment mechanism,develop a comprehensive development assessment method integrating multiple indicators such as the environment and ecology,and strengthen waste gas treatment to form a healthy competition among local governments,so as to promote the development of green economy and regional coordinated development.
