In the process of urbanization,on the one hand,the scale of the city and the overall population are continously expanding,but on the other hand,the level of labor force,the economic development and people's living standards are also being improved rapidly.At the same time,the rapid development of urbanization has also brought about the rapid increase of carbon emissions,resulting in high energy consumption and high emissions of the Greenhouse gas.In the situation of increasing global greenhouse effect,energy conservation and emission reduction have become the top priority for all mankind.Therefore,It is high time that human beings should convert the original high-carbon economic development mode of high energy consumption,high pollution and high emission into the low-carbon economic development mode of low energy consumption,low pollution and low emission ways for sustainable development.Since the Fifth Plenary Session of the 16 th Central Committee of the Communist Party of China,China has taken actions in transforming the original urbanization development mode into a low-carbon development mode,and try to apply this development mode to the countryside with the concept of low-carbon development in rural construction.Our country also put forward the idea of promoting the construction of a new socialist countryside,which will bring new hope and yearning for the development of rural areas in China.In this paper,the algorithm of carbon emissions,carbon emission factors,the concept of new rural construction are described in detail,and the space boundary and time boundary of new rural electric energy carbon emissions are studied in order to select the proper calculation method of carbon emissions.Meanwhile,case study about Guangning County is served as an example to clarify the composition,development trend and relationship with social economy of electricity carbon emissions of all kinds of users in new rural areas.This paper first describes the background and significance of this research,and briefly explains the methods,general ideas and innovative points adopted in this paper.The purpose and framework of this research are presented.Then the related concepts of the new countryside are summarized,and the factors affecting the energy consumption of the new countryside are analyzed.Then,the paper summarizes the carbon emission algorithm of electric energy,the emission factor of power grid and the analysis method of influencing factors.Reviews the previous research results,combing common carbon accounting methods,various kinds of carbon emission factor and influence factors analysis method,for each method of carbon emissions,carbon emissions factors and influence factors analysis,summarized the advantages and disadvantages of and choose the suitable carbon algorithm,the grid emission factor and influence factors analysis method,the linear regression model is established.After that,an empirical study was carried out on the factors affecting the carbon emission of electric energy by the construction of new countryside.The linear regression model was used to analyze the power consumption,GDP,population,per capita disposable income,average electricity price,industrial structure and other data of guangning county from 2010 to 2018.The significance analysis of the factors affecting the carbon emission of electric power in guangning county was carried out to determine the significance factors and draw a conclusion.Finally,according to the conclusion of this study,the corresponding measures or Suggestions are put forward.After the study,it is found that per capita disposable income,population,GDP,primary industry and secondary industry are all the driving factors for the increase of electricity carbon emissions.The average electricity price and the electricity consumption in the tertiary industry have a restraining effect on the carbon emission of electric energy.Per capita disposable income and the proportion of electricity consumption in the tertiary industry are significant influencing factors for the carbon emission of new rural electric energy.
