Along with fast economic growth over past 30 years,chemical industry has taken a more important role in our country’s economy,by supplying various critical materials for downstream manufacturing.The engineering and design service of chemical plants has likewise grown,making a major contribution to the industry’s development.Owing to significant investment,heavy business operation risk,high exposure to external influencing factors,and strong impact on surrounding environment and ecosystem,there must be a comprehensive evaluation for engineering scheme of a fine chemical plant.To a great extent,the quality of engineering and design services rendered relies on this kind of assessment.Establishment of a systematic approach to do this is considered a pressing issue.Based on theoretical knowledge and practical experience,this paper has conducted an exhaustive analysis on key influencing factors in engineering stage to achieve a techno-economically successful chemical project,including statutory and regulatory compliance,personnel and equipment safety,energy conservation,environment protection,and financial viability.With those factors in place,then an evaluation metrics are developed.By Analytic Hierarchy Process(AHP),the metrics can adapt to a model suited to a specific project and be presented to experts for scoring.By experts’ scoring results,the most favorable combination of choices emerges and a most advantageous engineering design scheme can be finalized.The author has applied this methodology in a real project.Its successful and timely completion of construction followed by excellent operational performance demonstrates the proposed evaluation methodology has really improved quality of engineering and design for a chemical plant.This paper is intended,through a real case,to exhibit how to create a scientific metrics and model for engineering a fine chemical plant,and effectively conduct a evaluation and improvement to reach a optimum solution to the project.
