Research On Collaborative Management Of Environmental Group Events

The report of the 19 th CPC National Congress pointed out that it is necessary to resolutely fight the tough battle of preventing and defusing major risks,accurately getting rid of poverty,and preventing and controlling pollution.In order to win the battle of pollution prevention definitely,local governments have built waste incineration stations one after another.With the increasing construction of environmental public projects,the project planning and site selection has been repeatedly protested by nearby people,and environmental group incidents occur from time to time,which directly tests the governance ability and level of local government.It is of vital importance to solve the problem of environmental governance at the grass-roots level and improve the credibility of the government under the new situation by seeking a scientific,reasonable,efficient and reproducible mode of environmental group event governance through giving full play to the role of the government,enterprises,the public and environmental protection organizations and guide the public and society to solve the neighborhood effect,deal with environmental mass events and participate in government governance.This paper takes the group events in Y village caused by the waste incineration project in H County as the research object,using the theory of Synergetics and Governance Theory,empirically analyzes the necessity of collaborative management of environmental group events through the case.The article points out that there are five problems in the process of environmental group event governance,such as lack of coordination between governments,lack of interaction between village residents and grass-roots government,lack of corporate responsibility,lack of communication,lack of coordination of social organizations,and low degree of public participation.It also analyzes the five reasons for the lack of horizontal and vertical collaborative power of the government,the unequal status of the subject,the disunity of the relationship between power and responsibility,the backwardness of collaborative governance system and the lack of social public awareness.At the same time,this paper analyze the relevant cases at home and abroad to get the relevant enlightenment of collaborative governance,and explore the collaborative governance model of multi-subject participation including the government,enterprises,social organizations and the public.The first is to establish a collaborative governance concept of overall governance,equal interaction,consultation and inclusiveness,open participation,transparency and openness.The second is to optimize the collaborative governance path,which includes five aspects: defining the governance rights and responsibilities of the collaborative subject,improving the governance ability of the collaborative subject,designing the collaborative governance plan,building the collaborative governance information platform,and establishing the network structure of the collaborative organization.The third is to improve the collaborative governance mechanism,including the establishment of collaborative investigation and arrangement mechanism,the improvement of emergency collaborative rule of law mechanism,the establishment of collaborative governance trust and incentive mechanism,the establishment of network public opinion dredging mechanism,the establishment of collaborative supervision and evaluation mechanism.Through the synergy of multiple subjects,we can improve the government’s social response and management level,reduce the incidence of environmental group events,and provide reference for grass-roots governments to manage such events.
