Study On Compensation Mechanism Of Sewage Treatment PPP Projects From The Perspective Of Economic Fluctuation

With the rapid development of ecomy and the continuous emergence of environmental problems,environmental protection PPP projects have become the focus of the government,but the sewage treatment projects landed on the land are not satisfactory.There are prominent problems in the construction and operation.such as delayed or under-payment of accounts receivable,big fluctuations of the actual treatment volume of sewage treatment projects,imperfect terms of the franchise contract,the conflict between public interest and corporate net profit and so on.and these problems have seriously hit the enthusiasm of enterprises to invest.The reason is that the current compensation mechanism is lack of incentive constraints,the determination of compensation standards is unreasonable and doesn't take the economic fluctuation into account.Therefore,an effective compensation mechanism needs to be set up to speed up the landing of sewage treatment PPP projects.Therefore,the research is as follows:first,the paper makes empirical research on the relationship between economic fluctuation and wastewater discharge based on the panel data model.It is concluded that the economic scale factors are significantly and positively correlated with the environmental indicators,the technological progress factors are significantly and negatively correlated with the environmental indicators,the economic structural factors are negatively correlated with the environment,but not significant.Then,based on the reference point contract theory,a compensation mechanism model that takes the guaranteed bottom sewage treatment volume and the sewage treatment quality as the compensation standard is proposed and solved.and we put forward some suggestions:corporate income related to their own effort can improve their self-motivation;we can adjust the compensation intensity according to different factors.At last,combine the conclusions of chapter 3 and 4,a compensation mechanism based on economic fluctuation is constructed and analyzed.Numerical examples are given to demonstrate its implementability,and the effectiveness of the compensation mechanism is analyzed from the social environment and economic environment,and finally the paper put forward the corresponding policy recommendations for the current operation of PPP mode in our country:pay attention to the relationship between economy and environment,and promote the coordinated development of economy and environment;construct the incentive compensation mechanism based on economic fluctuation,and guide the practice of sewage treatment PPP projects.
