The allocation of drinking water safety supervision power refers to the distribution of various powers and functions in drinking water safety supervision power among the main bodies of drinking water safety supervision.China’s drinking water safety supervision is constrained by the traditional "unified management combined with classification and sub-sector" model.The phenomenon of split management of drinking water sources has emerged and has created many drawbacks.From the perspective of vertical relationship,China adopts a hierarchical management model,with administrative divisions as the unit.The ecological and environmental authorities in various regions assume the responsibility for the supervision of drinking water safety.The central government cannot generally replace the law enforcement power of local environmental protection departments.This has led to local protectionism in drinking water safety regulation.In terms of horizontal relationship,China’s supervision of drinking water safety is carried out by the ecological and environmental authorities in charge of unified supervision and management.The water conservancy,agricultural,urban construction,and health departments are responsible for the division of labor.The relationship between the unified supervision and management authority and the drinking water safety supervision authority of other water-related departments is clearly and operatively regulated,which often leads to the phenomenon of contention between various departments and the evasion of responsibilities in practice,which is not conducive to the safety of drinking water.Supervision work.With the continuous adjustment of China’s resource development and economic development strategies,various departments have begun to show the trend of ecological management.For example,the Ministry of Water Resources has also changed from traditional resource development to integrated management of resource development and protection.It seems reasonable and reasonable but has destroyed the ecology.The function of the environmental supervision department for unified supervision and management of environmental protection.By analyzing two cases of water pollution incidents in Chifeng City and water pollution incidents in Tai hu Lake,it was found that the ecological and environmental authorities and water administration authorities have overlapping powers and the lack of coordination mechanisms among various water-related departments.Since China’s administrative divisions are not divided by watersheds,but administrative management is divided by administrative divisions,following the principle of territorial jurisdiction,provinces,autonomous regions,and municipalities directly supervise and manage the water resources within their jurisdictions,resulting in river basin ecological and environmental management agencies.It cannot really protect the safety of drinking water.In response to the above problems,this article will make several suggestions on the allocation of China’s drinking water safety supervision authority from three aspects:drinking water safety regulatory agencies,river basin ecological environment management system,drinking water safety monitoring and emergency warning system:,Establish a comprehensive drinking water safety supervision and coordination agency,clarify the responsibilities of drinking water safety supervision agencies,and support the establishment of independent and professional non-profit organizations;in terms of river basin eco-environment management system,standardize the division of labor and cooperation between water-related departments and clarify watershed The statutory responsibilities of the ecological environment management agency;and finally,the improvement of China’s drinking water safety monitoring and emergency warning system.
