The Fourth Plenary Session of the 19th CPC central committee pointed out that the socialist system with Chinese characteristics is a scientific system formed by the party and the people in their long-term practice and exploration.China's national governance system and governance capacity are the concentrated embodiment of the socialist system with Chinese characteristics and its implementation capacity.Governance of the country,management of enterprises,systems are rooted in nature,the overall situation,long-term role.In many people's understanding,the system is regarded as a document or a notice,and the rules and standards displayed through the text integration are not aware that the system is a system,including the object,idea,rule,carrier and other elements,and combined into a scientific,normative and stable system structure.It can fully mobilize the enthusiasm of various production factors in the enterprise,maintain the market competition vitality and advantages in the new situation,and is the core of modern enterprise construction.China's tobacco industry has experienced the great development of reform and opening up.Both the total economic volume and scale have reached an unprecedented height,occupying an important position in the national economy.However,due to the particularity of its own system,the internal governance system cannot keep up with the development of the new era,and there are some outstanding problems and weak links in the internal governance capacity.Some systems lag behind the development of the times and work practice,some systems are not high-quality,targeted and operational,and lack of implementation;even some systems have problems such as vacancy,dislocation,vacancy,etc.,no right to formulate,ultra vires system and other disordered phenomena,and there are gaps in key areas and key links,so it is urgent to improve the internal system and its system and promote it Modernization of the management system and capacity of the tobacco industry.In this paper,the representative prefecture level tobacco companies in the tobacco industry are taken as samples to study.The current situation,existing problems and reasons of the internal system construction of H city tobacco company are analyzed.The evaluation index of the operation ability of the system is established.The reliability and validity of the questionnaire survey and the evaluation index factors are analyzed by SPSS software,and the evaluation model of the operation ability of the system is obtained.And grasp the principle of system construction,from the entity,procedure,implementation three levels to optimize the evaluation system and system construction.The innovation lies in changing the previous research mode of "what kind of system to build",applying the system theory and system theory,extending to the operational level of the system construction itself,such as the scientificity,matching,procedural and effectiveness,that is,the problem of "how to build a system" can further improve the applicability,effectiveness and scientificity of the system construction,and gradually build the content coordination and process A strict,complete and effective enterprise system.Figure 5 Table 6...
