The Drinking Water Source Protection In Hubei Province Local Legislation Research

Water is the source of life and drinking water safety is an important issue concerning people's livelihood.In recent years,the Hubei provincial government have earnestly implemented Xi Jinping thought on ecological civilization,incorporated water pollution prevention and control into the key work plan,and made remarkable achievements,effectively eliminating some hidden dangers of drinking water safety,and ensuring the safety of the provincial residents' drinking water.However,the situation of ecological environment protection is still severe.Due to the lack of clear guidelines in the protection and management of drinking water sources,some problems are difficult to be fully solved.Therefore,it is necessary to consolidate the improvement results and standardize relevant behaviors through the establishment of rules and regulations.Starting from the basic theory of the local legislation on the protection of drinking water source,this paper sorts out the concept of drinking water source,and makes a comparative analysis on the concepts of the protection area of drinking water source,the protection of drinking water source and the prevention and control of water pollution.In view of the prominent problems in the protection of drinking water sources,scientific planning is put forward and protection priority is given.Comprehensive management,power and responsibility unity;The basic principles of the local legislation on the protection of drinking water sources,with the emphasis on prevention and the responsibility for pollution.In this paper,the characteristics and distribution of surface water source and ground water source in Hubei province,the main pollution sources and the existing prevention and control practices are analyzed.According to the water law,water pollution prevention and control law and the local standard of drinking water source area of Hubei province,the main upper law enacted by the local legislation on the protection of drinking water source area of Hubei province is included in the scope of investigation to comprehensively grasp the limitations of the national legal standard on the protection of drinking water source area and the local standard of drinking water source area of Hubei province.Based on the above research,I think that in the selection of local legislation for the protection of drinking water source in Hubei province,the separate legislation mode for the protection of drinking water source should be adopted,the legal responsibility setting of local legislation for drinking water source should be improved,and the protection of drinking water source should be strengthened.Through specific provisions,a strict coordination and cooperation mechanism of local legislation on the protection of drinking water sources is constructed,and a characteristic protection system of drinking water sources is formed with the establishment of reserve drinking water sources,the mechanism of early warning and emergency response for regular testing,the mechanism of ecological compensation for drinking water sources,and the mechanism of inter-basin cooperative protection.
