Urban public transport is the most important part of urban transport,which plays an important role in ensuring the normal operation of urban production and life.Among them,safe operation is an important work of public transport enterprise safety management.To ensure the safe operation of operating vehicles is the basic task and ultimate goal of enterprise safety production management.It is also the necessary premise for Handan public transport enterprises to improve the "safe,economic,fast,comfortable and convenient" riding environment for passengers.Based on the above research background and significance,this paper evaluates and classifies the safety and reliability factors of urban public transport through AHP and ISM interpretation structure model,and puts forward opinions and suggestions for the safe operation of urban public transport.Based on the theory of accident causes in Handan and the law of public traffic accidents in recent years,this study analyzes the influencing factors of public traffic accidents.In this paper,based on the management factors,human factors,legal factors,environmental factors and vehicle factors,the comprehensive analysis of relevant research results,the five major sub-systems are divided into 29 influencing factors as the research factors.First of all,through the analysis of common evaluation methods,the evaluation method is positioned in the analytic hierarchy process(AHP),the influencing factors of urban traffic operation safety are selected,and the mutual influence degree of each factor is determined by Delphi method.Based on this,the weight of each level is calculated,and finally the importance degree of each factor of s level is obtained.The legal factor is the most important factor in AHP The weight is0.438,which shows that laws and regulations have a deep impact on the occurrence of public transport accidents in the safety management,and have an effective restraining effect on the occurrence of urban public transport accidents.Secondly,this paper uses the interpretative structure model to analyze and stratify the five influencing factors and 29 influencing factors.The five influencing factors models are from top to bottom,which are two direct influencing factors of people and vehicles,indirect factors of management and direct influencing factors of laws and regulations,and 29 specific influencing factors of public transport safety.The interpretative structure model will analyze and stratify the urban public transport 29 factors of operation safety and reliability are divided into seven levels.By comparing the two models,the deepestfactor is laws and regulations.Laws and regulations are the main way to restrict everything,while human factors and vehicle factors are the direct causes of public transport safety.Finally,through the analytic hierarchy process analysis of the weight and interpretation of the hierarchical structure model results,from the various departments of public transport operations put forward countermeasures and suggestions.
