As an important part of national interests,overseas interests emerge gradually with the opening of state-to-state exchanges and develop continuously with the deepening of globalization.In today's era when non-traditional security issues are increasingly prominent,the protection of overseas interests has become a common problem faced by all countries in the world.China's overseas interests emerged in the period of the founding of the People's Republic of China.After the reform and opening up,with the release of the "go global" strategy and the proposal of the "One Belt And One Road" initiative,China's overseas interests really entered a period of comprehensive,rapid and sustainable development.In recent years,while the stock of China's overseas interests is increasing day by day,it is also facing a variety of threats and potential risks from the international system,region and host country.Under such circumstances,the Chinese government has elevated the protection of overseas interests to the height of national strategy,and the academic circle has also made constructive explorations on the protection of overseas interests from the perspectives of mechanism construction,strategy formulation,legal legitimacy and so on.However,most scholars focus on the exploration of the government's ability to protect overseas interests,ignoring the role of social forces led by enterprises in the protection of overseas interests.Some scholars realize the positive effect of social forces such as enterprises on the protection of overseas interests and point out that there is a positive causal effect between the two,but omit the underlying causal mechanism.In other words,there is a lack of research on the reasons and methods for enterprises to participate in the protection of overseas interests.China has huge overseas interests,and its stock will continue to grow with the country's strategic expansion.In order to properly protect these overseas interests,it is impossible to rely on the government's own capacity alone,and the power of social subjects represented by enterprises must be tapped and mobilized.How to make enterprises fully participate in the protection system with the government as the main body and realize the effective protection of overseas interests through the cooperation between the government and enterprises has become the core issue of this paper.Based on this,this paper first focuses on the question "why should enterprises participate in the protection of overseas interests?" By analyzing the great role played by enterprises in the expansion of China's overseas interests,it is pointed out that enterprises,as deep stakeholders,actually have the ability and willingness to participate in the protection of overseas interests.At the same time,by analyzing the resource shortage of the current government-led overseas interest protection mode,it is proposed that the effective participation of enterprises is a feasible way to make up the current resource gap.Then,through theories and cases,it is shown that government-enterprise cooperation can indeed achieve effective protection of China's overseas interests,namely,the causal effect of both.Secondly,this paper turns the perspective to the question "how can enterprises and the government cooperate to effectively protect China's overseas interests?".In order to answer the question of cross-organizational cooperation,this chapter first introduces the theory of "collaborative advantage" to construct the theoretical framework of government-enterprise cooperation,and points out that the effective protection of China's overseas interests benefits from the realization of the mode of government-enterprise collaboration by putting the theory of "collaborative advantage" into the context of overseas interests.The key to the establishment of the government-enterprise cooperation model lies in the realization of relatively vague common goals.The clear membership structure of government-led and enterprise-coordinated enterprises and the stable power-trust relationship under the system guarantee,all of which achieve effective protection of overseas interests through the output synergy advantage.So far,this paper establishes a causal mechanism between government-enterprise collaboration and effective protection of overseas interests based on the theory of synergy advantage.Through the case study,this paper proves that the common goal,clear membership structure and stable power-trust relationship are positively correlated with the effective protection of overseas interests,indicating that government-enterprise cooperation can achieve the effective protection of China's overseas interests.Finally,based on the previous analysis,this paper gives practical policy Suggestions on how to cooperate with the government to protect overseas interests.
