An Empirical Study On Performance Evaluation Of Air Pollution Governance In Jiangxi Province

General Secretary Xi Jinping emphasized that "The top priority is winning the battle against air pollution."In order to promote the fundamental improvement of the ecological environment the Jiangxi Provincial Department of Ecology and Environment has innovated eight major systems,continued to fight against eight landmark campaigns,and implemented 30 special projects to build a"Jiangxi model" of beautiful China.At the same time,the performance evaluation of air pollution governance in Jiangxi Province must also be accelerated.This study takes Jiangxi's air pollution governance performance as the research object,takes Jiangxi Province's air pollution governance practice as the research subject,and combines the PSR model to establish an air pollution governance performance evaluation index system.On this basis,an empirical comparison and analysis of the air pollution governance performance of 11 prefecture-level cities in Jiangxi Province in 2014-2017 was made using the entropy method.The results show that:(1)The weights of various indicators determined by the entropy method reflect that in order to improve the environment and achieve higher air pollution governance performance,more attention must be paid to pollution source management and reduction of pollution emissions rather than post-pollution governance.(2)Only a few regions show a good balance between "pressure-stat e-response".But,the situation of "Attending to the one thing and losing anther"in most regions.lt also does not fully reflect comprehensive management and the balance effect is not good.(3)The comparison between 2017 and 2014 shows that although the performance of several categories in most regions has increased,these types of performance have not increased year by year,but have risen in waves.It follows that the performance of air pollution governance in most cities in Jiangxi is not continuous improvement but intermittent improvement.Finally,this paper explores the advantages and disadvantages of air pollution governance in Jiangxi Province combined with the results of evaluation.and proposes to improve the performance evaluation index system for air pollution control,promote the comprehensive treatment of air pollution,improve the reward and punishment system for air pollution governance,implement benchmarking mana gement for air pollution governance,focus on areas with weaker air pollution governance,and strengthen collaborative governance of air pollution areas.
