With the increase of the number of motor vehicles,the contradiction between supply and demand of resources and the problem of air pollution become more and more serious.In order to achieve the goal of energy conservation and emission reduction,the government has actively promoted new-energy vehicles through a large number of purchase subsidies.Remarkable results have been achieved,but there are also new problems such as subsidy fraud by car companies,fast decay of mileage,and waste battery pollution.In an effort to boost the penetration of new-energy vehicles,battery electric vehicles--known as BEVs--are piloting taxis in the city's suburbs,while incentives are being offered to upgrade traditional Internal combustion engine vehicles to BEV taxis.In this paper,a "oil-wheel" fuel cycle analysis model based on China's electric power structure is constructed by using the life cycle analysis method.The energy consumption and pollutant emissions of BEV and ICEV are estimated in the full life cycle respectively,and the resource and environmental benefits of vehicles of the two technology types are compared.And then select the taxis of four different types of technology as a typical model,USES the life cycle cost analysis method,with about the average method to cost subjects to the unified annual cost level,calculate the different social main body in the promotion of BEV taxi to costs,and discuss in detail the different charging ways brought about by the social and economic costs.The research results show that :(1)in terms of energy consumption,coal and natural gas are the main sources of BEV per 100 km,oil consumption is less than 1%of ICEV consumption,and heat loss is only 58.1% of ICEV,which has high energy economy and fuel saving advantages.(2)In terms of emissions,BEV drives with zero emissions.Compared with ICEV,BEV has emission reduction advantages over other pollutants except SOX and PM10.However,high energy consumption and high emissions from upstream power production reduce the benefits of WTW on ICEV.(3)In terms of cost,a simplified social system is constructed to distinguish cost items.In addition to the driving cost of charging BEV,all costs of charging and changing BEVare higher than ICEV.With the increase of operation years,the cost gap can be narrowed appropriately.The promotion of BEV needs to consider the local power structure.If the power generation process USES coal as raw material,it needs to seek new energy models other than BEV or optimize the energy conservation and emission reduction technology of ICEV.To reduce such marketing BEV total life cycle cost of the taxi,need from purchase,driving and filling in power station cost point of view,first of all should push BEV vehicles related components research and development,looking for more high quality cheap material to lower the price of the vehicle,the second should extend the BEV operating cycle,improve the proportion of daily travel,give full play to the BEV stage advantages of energy conservation and emissions reduction,and offer exchange electric BEV drivers manage subsidies,finally also should improve the government subsidies on filling in power plant,than to improve the station,the vacancy rate to reduce filling in electrical equipment.
