Study On Dust Control Problems And Countermeasures Of Construction Sites In Municipal District From The Perspective Of Government

In recent years,the rapid development of urbanization has brought about a large-scale infrastructure construction boom.At the beginning of the 21 st century,the term "fog" to enter the public line of sight,and gradually become the norm in winter and spring season in north China,in recent years through the national and local levels to regulation,especially the successful application of "ten" atmosphere,atmospheric environmental quality have been improved greatly in our country,but the current particles as a typical atmospheric pollution situation is still grim,construction site dust is one of the important sources.Since the 18 th national congress of the communist party of China(CPC),the party and the state have attached great importance to the protection of the ecological environment,from the concept of green development to the overall plan of "five-sphere integration" to the battle against pollution.Control site dust,win the blue sky to defend the war,the district and county level undertakes the important task of source control.The paper in Yicheng District of Zhumadian City construction site dust control as the research object,analyzing the district government views especially municipal districts how this particular administrative level by the municipal,district reasonable defined power and responsibility,coordination between various departments to complete dust management an important battle,win the blue sky battle crucial stage,at the same time making work system,form a crucial normalized mechanism of environmental protection,finally win the blue sky battle the protracted war.Through the theory of collaborative governance,this paper discusses the rational division of functions at the municipal and district levels to straighten out the functions of various levels and departments,so as to avoid overlapping of authority and buck-passing.By improving the mechanism of the leading group,setting up a joint law-enforcement team and establishing an effective cross-departmental collaborative governance path,we can give full play to the institutional advantages of the party in concentrating its efforts to accomplish major tasks,and solve the implementation problems of dust control policies.This paper conducts an in-depth study on front-line supervisors,a group of street bureaucrats,discusses how to reasonably define the discretion of street bureaucrats by refining the control standards,strengthen professional training,improve the scientificity and precision of front-line management,and reduce the phenomenon of inaction and disorder.From the transparent government perspective to explore the establishment of interactive environmental information disclosure mechanism to guide the public to participate in the supervision of enth usiasm.A summary punishment procedure was established and an online reporting and filing review mechanism was introduced to reduce the cost of government supervision and administrative intervention.Finally,the site dust control work should be done efficiently and at low cost to control the regional atmospheric particulate pollution from the source.Through the research and discussion,it can provide reference for the district and county level to further do a good job in the prevention and control of air pollution.More importantly,it is hoped that it can provide useful reference for the coordination of grassroots departments and law enforcement by street bureaucrats,so as to improve the capacity and level of environmental governance at the grassroots level.
