Study On The Cooperation Mechanism Of The Main Stakeholders In The Government Purchase Of Safety Supervision Service Project

In recent years,with the rapid development of economy and the increasing trend of people’s diversified demand for public services,the traditional government has been unable to meet the needs of the public and the times.The government began to change the local mode of providing public services,and the way in which the government purchased public services began to be accepted and used.Local government purchasing public service belongs to the reform of public service supply system in China,which not only enlivens the vitality of the market,but also improves the quality and efficiency of public products through competition.However,the government’s purchase of safety supervision service is in the trial stage,and there is no corresponding theoretical research as guidance in the practice process.In the process of purchasing safety supervision services,local governments lack of theoretical guidance and institutional arrangements,and there are irregularities in the operation process,which leads to problems such as unscientific risk identification and distribution of various stakeholders,unreasonable income distribution and lack of corresponding supervision in the process of purchasing public services.This paper studies the problems in Q city’s purchase of construction safety supervision services,and puts forward suggestions to solve these problems,in order to promote the healthy development of government purchase services.There are often complex stakeholder groups in the government purchase service,and the relationship between the stakeholders is complex.The research on the cooperation mechanism of stakeholders provides an institutionalized theoretical framework for the government to purchase services,analyzes the causes of the problems between the government and social organizations as well as the service objects,and constructs the corresponding cooperation and coordination,benefit sharing,supervision and restraint mechanism,so as to make the government to purchase services develop healthily,avoid some unnecessary disputes and contradictions,and improve the quality of services Government image,social organization revenue and satisfaction of service objects constitute the theoretical basis.The research on the cooperation mechanism of government purchase safety supervision service is conducive to strengthening the cooperation between the government and social organizations,strengthening information communication and exchange,benefit sharing,responsibility sharing,and long-term harmonious development of the political and commercial relations.Cooperation mechanism is the general term of a series of principles,norms and institutional norms of cooperation subjects.Through the in-depth analysis of Q city’s purchase of construction safety supervision service project,the paper finds that the existing problems of the project are mainly divided into the following four aspects:inaccurate identification of stakeholders,unreasonable risk sharing,mismatch between income and risk,and lack of perfect supervision.Therefore,from the perspective of Q city’s purchase of construction safety supervision service project’s main stakeholders management,this paper studies the main aspects of the project,such as the identification of stakeholders,risk management,income distribution and supervision.Based on the case study of Q city’s purchase of construction safety supervision service,using the method of literature research,on the basis of theoretical research such as government purchase service,and through expert interviews,this paper identifies the problems existing in the project implementation process of Q city’s purchase of construction safety supervision service.Michelle scoring method and analytic hierarchy process are used to define the main stakeholders of Q city’s purchase of construction safety supervision services,and analyze their basic objectives and conflicts of interest.Based on the organizational structure of the project and the rights and obligations of all major stakeholders,this paper puts forward suggestions on risk identification,benefit distribution and supervision coordination of Q city’s purchase of construction safety supervision services.This paper comprehensively uses the project management theory of risk and benefit,and systematically constructs the cooperation mechanism of the main stakeholders of Q city’s purchase of construction safety supervision service project.At the same time of protecting the interests of the government,protecting the legitimate rights and interests of suppliers,encouraging suppliers to provide value-added services and conducive to their own development.
