Study On The Present Situation And Countermeasures Of Environmental Efficiency In Zhejiang Province

The development of the world's economy and society,the environmental pollution,the depletion of resources and so on have become the "Bottleneck" that hinder the development of mankind.Economic development and ecological environment protection are before people.China's rapid economic development has become the fact of the world's attention.It is the most powerful note from the ?367.8 billion in 1978 to 90 trillion yuan in 2018.China has become the world's second-largest economy.At the back of the great development,the development of over-sacrificing the environment and the consumption of resources is thought-provoking.Zhejiang is a small province of resources,but the total economic amount is the fourth in the whole country,how to keep the economic development and protect the ecological environment,go hand in hand,in real time At the same time,the economy can continue to grow continuously,to overcome the development pattern of all-out and fishing,and to keep the adaptability balance in front of the ecological environment in which the economy is located.One of the important criteria for measuring or managing the regional economy is often identified as environmental efficiency,while this is linked to the sustainable development of the environment,as well as an integrated reflection of the overall level of regional environmental,resource and economic system coordination development.Based on the rigid and hard indexes of environmental efficiency and the two dimensions of the flexible soft indexes for the cognitive level of the public environmental efficiency,the data collection,the data envelopment analysis and the questionnaire survey are used to calculate the environmental efficiency investment and the output factors.The present situation of the overall environmental efficiency in Zhejiang Province and the five different modes of development of the 11 cities in which it belongs,and four types of depth interpretation are also selected,and the cognitive level of the public environmental efficiency in Hangzhou and Wenzhou is also selected.The main conclusions are as follows:(1)To construct the evaluation index system of environmental efficiency in Zhejiang province,including the two dimensions of input and output,and the key choice of environment The SBM superefficiency model of efficiency evaluation.(2)The current situation of environmental efficiency.The results show that the environmental efficiency is more than 1.namely,Lishui,Jiaxing,Jinhua,Shaoxing,Ningbo,Taizhou and Wenzhou,accounting for 63.6%;the second type of environmental efficiency is 1,including Hangzhou and Zhoushan,accounting for 18.2%;The third class of environmental efficiency is less than 1,and there are two places in Huzhou and Mississippi,accounting for 18.2%.In 2010-2017,the value of environmental efficiency in Zhejiang Province is on the rise,and the value of environmental efficiency is positively related to economic development.wherein the hangzhou The environmental efficiency of the state,Ningbo,Shaoxing,Jinhua,Wenzhou and Taizhou is more than 1,and the environmental efficiency value is higher.The environmental efficiency of Zhoushan and Lishui is 1,indicating that the input and output are in the middle level of the whole province.The environmental efficiency value is less than 1 in Jiaxing and Huzhou.(3)The current status of cognitive level.Using the criteria of<environmental cognition>,<environmental behavior>,<environmental awareness>standard scale,the cognitive level of public environmental efficiency was selected in Hangzhou and Wenzhou.The results show that the average environmental awareness in Hangzhou is 5.37,Wenzhou 5.56,and Hangzhou's overall public environmental awareness level is lower than that of Wenzhou.The Hangzhou score of environmental behavior is higher than that of Wenzhou Hangzhou's public environmental behavior is better than Wenzhou's,with 1.95 points and 1.86 points,respectively.The average score of environmental awareness in Hangzhou was slightly lower than that in Wenzhou.(4)the model and type:based on the output index data of resource input,pollution emission and GDP,five development models of 11 cities in Zhejiang Province were summarized.On the basis of the mean value of GDP of economic development in 11 cities in the past 8 years,the development types of Zhejiang Province are divided into four categories.(5)according to the conclusions of the study,some targeted promotion strategies are put forward.
