The environmental problems caused by the transportation seriously restrict the sustainable development of social economy and affect the improvement of people's happiness index. In order to promote the healthy development of social and economy,China has formulated a series of pollution prevention and control action plans, such as "energy conservation and emission reduction" and "Blue Sky Protection Campaign".From a macro perspective,to prevent and control the environmental problems caused by the transportation,we should pay attention to the environmental capacity in the network planning and design level. From the perspective of "energy conservation and emission reduction",this thesis studies the design of mixed traffic network considering environmental impact, the main works is as follows:Firstly, this thesis proposes a bi-level programming model for the design of mixed traffic network with the number of lanes as the decision variable,in which the upper level planning takes the maximum network efficiency, the minimum construction cost and the minimum traffic emissions as the optimization objectives, and the road occupation, service level and the acoustic environment capacity of the road section as the constraints. The lower level planning uses user equilibrium assignment to depict the traveler's path selection behavior. This thesis designs a solution method of network design model based on genetic algorithm, verifies the effectiveness of the model and algorithm with examples, analyzes the influence of each target weight and traffic demand level on network design decision, and the influence of network decision considering environmental impact on network exhaust emission.Secondly, based on the consideration of the impact of energy consumption on traffic travel behavior, this thesis establishes a traffic assignment model considering energy consumption, and designs a model solving algorithm based on Frank-Wolfe algorithm. The validity of the model and algorithm is tested by an example, and the influence of traffic allocation considering energy consumption on road network energy consumption and exhaust emissions is analyzed. Finally, the thesis extends the network design method considering environmental impact to the stochastic demand condition, and proposes a hybrid network design model considering environmental impact under uncertain demand. The upper layer aims at the largest network efficiency, minimum construction cost and minimum traffic emission. The opportunity constraint model and the ideal point model are used to establish the optimization model. The lower layer planning adopts the traffic assignment model considering energy consumption. The thesis designs an improved genetic algorithm based on Monte Carlo simulation to solve the model, and the model and algorithm are tested through the test network. This thesis studies the design of mixed transportation network considering environmental impact, which can provide certain reference value for the "energy conservation and emission reduction" work of transportation.
