Since the reform and opening up,China’s economy has developed at a rapid pace.The advancement of traditional technology has enabled the productivity to achieve leap-forward development and unprecedented prosperity of society.China has rapidly grown into a world economic power.However,with the rapid growth of the population,the extensive economic growth mode,high investment,high energy consumption and high emissions,has made China pay a heavy price.People begin to reflect on the innovation of traditional production technology and persue the scientific and environmental development based on sustainable development.Green technology innovation can reduce or even eliminate the damage to the ecological environment while providing the economic benefits brought by traditional production technology.Social development needs green techmology innovation urgently.How can we effectively promote green technology innovation? As the important thrust of innovation,government can solve this problem by setting performance targets and conducting evaluation to guide and supervise the implementation of policies.Therefore,studying the impact of performance accountability on green technology innovation has important practical significance for exploring the sustainable development path in line with China’s national conditions.This paper firstly conducts statistical analysis,combined with relevent research literature and theory,and puts forward the hypothesis that performance accountability plays a certain role in promoting green technology innovation.The government support is important for innovation.When the superior government focuses on green technology innovation,in order to obtain political achievements and resources,the subordinate units will vigorously support the development of green technology innovation and incorporate it into the annual work,thus the development of green technology innovation is effectively promoted.This paper further analyzes the spatial autocorrelation of green technology innovation and finds that the spatial aggregation in the eastern,central and western regions is different.At last,based on spatial metrology and government annual report,this paper uses accountability object characteristics and accountability content to characterize performance accountability,establishes a spatial model and employs panel data in 30 provinces of mainland China from2009 to 2016 to find that: The personal characteristics of provincial executive heads have a significant positive impact on green product innovation in the entire country and the central regions.In terms of green process innovation,it has a significant positive impact on the whole country;Performance target setting has a significant positive impact on green product innovation in the eastern regions and the green process innovation in the entire country and central regions;Performance evaluation has a significant positive impact on green product innovation in the eastern regions and green process innovation in the eastern and western regions.In general,although performance accountability has a certain role in promoting green technology innovation,it is not sufficient.Based on the conclusions,this paper proposes four suggestions: Ensure the transparency of imformation and the public’s imformation advantage;The characteristics of local governments should be considered when designing performance accountability mechanisms;Enhance the ability of scientific and technological innovation and vigorously promote green technology innovation;The central government should be alert to the selective implementation of policies by subordinate department.
