Research On Performance Evaluation Of Atmospheric Environmental Governance In Liaoning Province

With the frequent occurrence of haze and other atmospheric pollution problems,the governance of the atmospheric environment has become a common issue of the government and society,in which the government is the leader and executor of the atmospheric environment governance,while enterprises and the public are the main participants,which together promote the process of atmospheric environment governance.Liaoning Province is the core of the old industrial base in Northeast China.Because of its special industrial structure and its own regional problems,it is difficult to maintain efficient atmospheric environmental governance while pursuing economic development for Liaoning Province.Therefore,The performance evaluation of atmospheric environmental governance in Liaoning Province can understand the current performance level of atmospheric environmental governance and put forward relevant suggestions to further optimize Liaoning Province.The performance of atmospheric environmental governance can better promote the atmospheric environmental governance in Liaoning Province.On the basis of literature research and current situation analysis,this paper uses PSR model to construct the performance evaluation system of Liaoning Province's atmospheric environmental governance,and Analytical Hierarchy Process(AHP)and TOPSIS were used to evaluate and analyze the performance of Liaoning Province's atmospheric environment governance in the period of 2013-2017,and relevant suggestions were put forward.Firstly,the relevant research and practice in the field of environmental performance assessment at home and abroad are sorted out.At the same time,the key words are elaborated to clarify the theme and basic concepts of this study.Secondly,descriptive analysis of the status quo of Liaoning Province's atmospheric environmental governance and performance evaluation is carried out to understand the main measures of current atmospheric environmental governance and the existing problems of current performance evaluation.Thirdly,the PSR model is used to design the performance evaluation model of Liaoning Province's atmospheric environmental governance from three aspects: pressure dimension,state dimension and response dimension,combined with existing research and current situation.The construction of performance evaluation system is the key.This paper uses questionnaire survey method and membership analysis method to screen the selected indicators,and finally forms three first-level indicators.The performance evaluation index system of Liaoning Province's atmospheric environmental governance consists of eight secondary indicators and 26 third-level indicators.On this basis,the weight of each index in the evaluation system is determined by the analytic hierarchy process(AHP)combined with the questionnaire survey of experts.Finally,the TOPSIS method is used to calculate the results of Liaoning Province's performance evaluation of atmospheric environmental governance in 2013-2017.Based on the analysis of the results,the research conclusions are drawn and relevant countermeasures and suggestions are put forward to further improve the performance of Liaoning Province's atmospheric environmental governance.
