Study On The Current Situation And Countermeasure Of The Paid Use And Transaction Of Emission Rights In Zhenjiang City

The paid use and transaction of the right to discharge pollutants refers to the act of purchasing and transferring the right to discharge pollutants,which is acquired by the enterprises according to relevant regulations by paying the paid use fee of the right to discharge pollutants under the precondition of controlling the total amount of pollution discharge in the region.The paid use and trading of emission rights is a major institutional innovation in China,which is vigorously promoted and implemented at present to control the total emission of major pollutants,optimize the allocation of environmental resources and promote industrial transformation and upgrading.The contradiction between heavy industrial structure,limited environmental capacity,limited resources and sustained and rapid economic and social development has long existed in Zhenjiang City.The implementation of paid use and transaction of pollution discharge right is of great significance for building a moderately prosperous society in all respects and realizing the modernization of ecological and environmental management system.On the basis of a comprehensive review of existing policies,laws and regulations on the paid use and trading of emission rights,zhenjiang issued a series of documents such as interim measures after legislative research,risk assessment,expert demonstration and soliciting opinions,and formally launched paid use and trading of emission rights.By the end of 2017,there were 262 transactions involving 2,267,100 yuan.Through continuous exploration and practice,the paid use and trading of the right to discharge pollutants in Zhenjiang City has achieved some results,but it is also facing some problems.Based on the summary of Zhenjiang's work experience and practical results,this paper studies and analyzes the paid use and trading of pollution discharge rights in Zhenjiang City by using the theory of externality,coase theorem,market failure and government failure,and summarizes the following problems.First,the legal basis still needs to be sound;Second,it is difficult to determine the totalamount of emissions;Thirdly,the appraisal and pricing of initial emission rights need to be improved.Fourth,the trading market still needs improvement.At the same time,according to the existing problems,the following countermeasures and Suggestions are proposed.First,we will improve the system of policies and regulations governing the paid use and trading of pollutant discharge rights.Second,scientific verification of environmental capacity and initial discharge rights;Third,strengthen the construction of trading market;Fourth,strengthen environmental publicity education and monitoring.
