As China's civil aviation traffic continues to grow rapidly,the workload of pilots continues to increase due to complex routes and flight delays.In addition,shift work and long-haul flights have led to more and more fatigue among pilots.CCAR-121 released the fifth revised version on September 4th.In chapter P,new requirements were imposed on flight time,flight duty time and rest time requirements,but there are different understandings of the new provisions.The scientific nature still lacks theoretical analysis.The domestic and international fatigue risk management provisions are compared and analyzed.And analyzes the differences between the CCAR-121(R5)chapter P,the US FAR-117,the EU FTL department,and the UK CAP 371.In order to improve and develop China's fatigue risk management regulations,three suggestions are proposed:(1)To consider whether the pilots is suitable for duty on the flight time and flight duty time;(2)To add provisions for split duties or other special circumstances;(3)Establish and implement a fatigue risk management system(FRMS)based on China's national conditions to manage fatigue-related risks more flexibly and efficiently while ensuring the same level of safety as regulations.On the other hand,the author uses the biomathematical model and fatigue science research to theoretically analyze the terms of CCAR-121(R5)chapter P,and according to the science of sleep and fatigue,establishes the alertness index and the interval alertness factor.The theoretical analysis of the rules for dividing the reporting time,the number of segments and the cumulative flight time is carried out to study the scientific nature and limitations of the revision of CCAR-121(Chapter P).The airlines that have implemented CCAR-121(R5)were investigated,issue the fatigue questionnaire to the pilots,and face-to-face interviews were conducted to study the implementation effect of CCAR-121(R5).Studies have shown that CCAR-121(R5)relieves pilot fatigue to a certain extent compared to CCAR-121(R4),but there are still some areas for improvement in the details.The recommendations are as follows:(1)In the daily rest period,the time for the end of the flight is after midnight local time,and 12 consecutive hours of rest are still scheduled in accordance with CCAR-121(R4).(2)The airline should specify the specific reporting time and the start time of the rest period.(3)The airline should develop a more optimized scheduling system based on CCAR-121(R5),which can balance the arrangement of early flights and late flights,avoiding too few effective breaks between early flights and late flights,making it difficult for pilots.Adjust the body's biological rhythm to cause fatigue.Improve the crew's attendance efficiency,increase the number of rest days,and ease the fatigue of the pilot.
