On The Environmental Administrative Interview System

The 19 th National Congress of the Communist Party of China has raised the ecological civilization construction and ecological environmental protection to an unprecedented height,and the government is constantly innovating and optimizing the environmental management model.As a new type of environmental law enforcement,the environmental administrative interview system has played an important role in environmental law enforcement in recent years.However,at present,there are relatively few theoretical studies on it,and there is a lack of systematic description and specialized analysis.Most people are very vague about the nature,utility and function of this system,which leads to certain certainities in the practice.problem.Therefore,how to improve the system and make it more effective in preventing and managing environmental problems is the focus of this paper.This paper begins with the basic concept of the environmental administrative interview system,including the description of its nature,characteristics and functions,and shows that it is a flexible administrative law enforcement tool with non-mandatory,equal negotiation and non-independence characteristics and norms.,constraints,and guiding functions.Then explain its existing regulations and operational practices,and analyze its existing problems in combination with its applicable conditions,procedures,content and local practice,including the narrow body of the environmental administrative interview,insufficient effectiveness,procedural anomie,and unclear responsibility.Wait.Finally,the corresponding improvement path is proposed for the problem.It is expected that the solution to the existing problems will make the environmental administrative interview system play a greater role in practical application,so that China’s ecological environment problems can be better improved.
