Construction Of Ecological Civilization Village And Construction Of Environmental Assessment Systen

With the continuous construction of urbanization,more and more people go into the city,the regional ecological environment is challenged by the population pressure.Whether can maintain the appropriate ecological environment or not,will affect the regional economic effects,investment value,living comfort and so on.The assurance of the ecological environment becomes particularly important.In the"People's Republic of China national economic and social development of the thirteenth five-year plan"clearly put forward the requirements:the construction of harmonious livable city,promote the coordinated development of urban and rural areas,speed up the improvement of the ecological environment.It can be seen that the ecological environment has become an important reference on the road to sustainable development.Based on the connotation of the ecological civilization village,according to the environmental construction standard and principle of the ecological civilization village,this paper determines the basic principles of the construction of the environmental assessment system of this study,based on the research results of the national ecological village standard and the ecological civilization environment evaluation index system:Scientific principle,comparative principle,operability principle,completeness principle,objectivity principle and regional individualization principle.According to the inherent attributes and distinctive characteristics of the ecological civilization village,the environmental assessment system suitable for the ecological civilization village in the big city is constructed with reference to the research of the evaluation system of ecological civilization.According to the mean weight method,combined with the actual development process of the case village,determine the ecological civilization village construction environment evaluation system.The environmental assessment system of ecological civilization village is divided into four categories:environmental quality system,environmental pollution prevention and control system,ecological protection and construction investment and ecological life,and is subdivided into 15 indicators.This study sets out the analytical methods and evaluation criteria.In this study,the environmental quality accounted for 0.24 of the overall weight,which was divided into water environment quality,air environment quality and sound environment quality,those three has the same weight as 0.08.Prevention and control of environmental pollution,was divided into industrial waste water on emission rates(%),the standard of key industrial waste gas on emissions standard(%),industrial solid waste comprehensive utilization(%)and sewage pipe rate(%)four parts,the weight of each one is 0.08,a total share in the whole weight of 0.32.Ecological protection and construction investment,including landscape construction,environmental health input,built up area green coverage rate(%),the per capita public green area(m2/people)and at the end of the year of street trees total number five aspects.the total weight is 0.35,and each one has 0.07 weight.Ecological life,the total weight is 0.09,which contains the sole with tap water(%),alone with toilets(%)and shower facilities penetration rate(%),which all have 0.03 weight.After the construction of the ecological civilization system of the ecological civilization village,the ecological civilization village of Z Town in Pudong New Area of Shanghai was used as the application case,and the evaluation index of the selected evaluation index was analyzed,and the objective analysis score of the final case village was 88.4.The validity of the environmental assessment system constructed by this study is validated At the same time,the five management strategies for the environmental assessment system are proposed,and it is hoped that the existing environmental assessment system can be improved and improved.At the end of this paper,the author summarizes the study.Environmental assessment is a dynamic and continuous process,to adhere to the data collection and feedback,timely system correction and improvement,so as to contribute to the overall construction and maintenance of ecological civilization.The text also suggests that the article needs to be improved,that is,to further study the article.Hope that this study can effectively help the regional environment,to provide residents with safe,reliable,comfortable and harmonious living environment.It is also hoped that the research of this paper will provide reference value for the construction of ecological civilization in the surrounding countryside of Shanghai.
