The rapid economic development has caused excessive consumption of energy,generating a large amount of carbon dioxide,causing global warming.Serious environmental problems have threatened the survival of mankind and have attracted the attention of all countries.Reducing carbon dioxide emissions has become an inevitable responsibility and obligation of all countries.As the largest developing country,China has a vast territory and a large population base.It consumes a large amount of energy products every year and produces more carbon dioxide emissions.It has a long way to go to environmental protection.China is committed to reducing carbon dioxide per unit of GDP by 2020 by 40%-45%compared to 2005.This is a very difficult task for China,which is developing rapidly.China has great regional differences.How to establish a reasonable distribution plan and emission reduction policies is very important.Based on the theory of input-output analysis,this paper measures the consumption of CO2 in the province,and builds a model for the allocation of provincial carbon emission reduction targets,which provides a theoretical basis and decision-making reference for the realization of China's emission reduction targets.The main contents are as follows:Firstly,according to the provincial energy data,the carbon dioxide emissions of30 provinces in China were measured,and the actual CO2 emissions of the provinces were analyzed.Based on the GDP and population of each province,the CO2 emission intensity and per capita carbon dioxide of each province were calculated.Emissions,and a comparative analysis of provincial differences.Secondly,according to the input-output tables of each province,the input-output analysis is used to establish an input-output model based on terminal consumption,and the CO2 consumption caused by consumption expenditure in each province is measured.According to the population of each province,the per capita carbon dioxide consumption of each province was measured,and the differences in CO2 consumption between provinces were analyzed.Finally,according to China's carbon dioxide emission reduction targets and tasks in 2020,the emission reduction targets are allocated based on the province's carbon dioxide emissions,and the cost of the emission reduction task is measured.Based on the province's carbon dioxide consumption,the national emission reduction costs are decomposed.At the same time,the compensation cost of each province is measured,that is,the difference between the cost of sharing and the actual cost of abatement.Empirical research found that:First,Shandong,Shanxi,Hebei,Jiangsu,Liaoning,Henan and other provinces should undertake more carbon dioxide emission reduction targets.Second,Guangdong,Shandong,Jiangsu,Henan,Zhejiang and other provinces should share More carbon dioxide abatement costs,third,and Guangdong,Beijing,Jiangsu,Zhejiang,Shanghai and other provinces should compensate for the cost of abatement in Shanxi,Inner Mongolia,Hebei,Liaoning,Xinjiang and other provinces.On this basis,the paper further proposes a strategy for sharing emission reduction tasks,providing relevant recommendations for the realization of emission reduction targets,and promoting the smooth progress of emission reduction work.The research has certain reference value for coordinating the work of CO2 emission reduction in all provinces of China.
