Research On The Generating Factors Of Sports Green Governance In China

Since the 1960 s,environmental governance has gradually become a global hot spot.It has also become an important task in the national governance of all countries.China's environmental governance and global environmental governance have basically started at the same time and formed the concept of green governance.In the process of green governance,governments often choose sports governance,mobilize from top to bottom within the system,mobilize the whole society to participate,and promote special governance actions.Through theoretical analysis,combined with socialist rule of law theory,public governance theory and goal-oriented theory,this paper forms a value judgment that green governance should strengthen the rule of law construction,recognize the subject status,and formulate reasonable goals.Then through the analysis of the status quo of green governance,it is found that the sports governance is widely used in the green governance process,resulting in poor green governance.The external causes of adopting this kind of governance tool are the non-equilibrium of environmental problems,the risk accumulation of conventional management and the reasonable demand of short-term solutions.The internal reasons are the lag of basic power,the lack of governance resources,the rigidity and performance of bureaucracy,the pressure of assessment.The irrational phenomenon of sports green governance includes the lag of rule of law construction,imbalance of subject status and goal-oriented deviation.This paper analyzes the characteristics of sports governance in green governance and finds that the mode of sports governance damaging the rule of law in green governance.The authority of the subject disrupts the subject status,and the short-term time hinders the goal orientation.The traditional thinking factor of sports governance is reflected in its mode of movement,the governance system factor is embodied as the subject authority,and the governance mechanism factor is reflected in the short-term time.Therefore,the traditional thinking factors of sports governance lead to the lag of the construction of green governance rule of law.The governance system factors cause the imbalance of the subject status,and the governance mechanism factors cause the target-oriented deviation.Finally,the paper analyzes the traditional thinking factors,governance system factors and governance mechanism factors of sports governance,finds their sources andthe reasons for these factors causing the deviation of green governance,and proposes their own solutions.
