Study On Ecological Compensation System Of Water Source

Water source is located at the source of big rivers,rich in resources.It is not only the cradle of ecological quality protection net and water resources in middle and low river basin,but also an environmentally sensitive and fragile region,which has a great impact on the improvement of the entire ecological environment.In recent years,due to natural reasons,but also because of the economic,social,historical and other factors,the ecological environment is deteriorating,the overall situation has been very serious,the ecological environment of the entire water environment has been recklessly destroyed,especially as the foundation of the water source is to bear the heavy pressure.This has not only brought infringement and pressure to the economy and people's life of water source,but also had a serious impact on the development of national economy and the whole society.How to protect water resources and ecological environment has become an important issue related to China's society,economy and stability.However,for a long time,water sources have been delivering water to midstream and downstream areas and bearing the cost of environmental protection without any compensation or receiving much less than what they pay.If this situation continues to develop,the environmental protection of water sources will not only lack the awareness of public participation,but also give rise to the short-sighted idea of sacrificing the environment for the sake of economic development,resulting in the gradual deterioration of the ecological situation of water resources in water sources and even the whole country.Therefore,it is necessary to formulate relevant laws,regulations and systems for ecological compensation of water sources.Based on this,in dabie mountain reservoir group as an example,this paper discusses the background of the thought of ecological compensate,and to establish for water ecological compensation laws and regulations,and the importance of the corresponding system,combined with the general theory and current situation of the related legal system,put forward the perfect the legal system related to ecological compensation of water source of advice.This paper firstly introduces the general situation of ecological compensation system of water source.This paper mainly discusses the concept of ecological compensation for water sources and the theoretical and institutional basis of the ecological compensation system for water sources.Then it analyzes the background and necessity of establishing ecological compensation system of water source in China.Finally,ba sed on the research at home and abroad,the status quo of ecologi cal compensation of water source is analyzed.Taking the dabie mountain reservoir group as an exa mple,this pap er studies the ecological compensation system of water sou rce,analyzes the status quo of China's eecological com pen sation system for water source,and the reference significance of the ecological compensation system for water source of ty pical foreign cou ntries for China.Based on the above discussion due to the major defects in the for mulation and pra ctice of China's ecological eompensation system for water sources,it is necessary to complete and improve the relevant system for ecological compensation for water sources.
