Research On Legal Problems Of Rural Environmental Pollution Prevention And Control In China

China attaches great importance to environmental protection.The 18 th National Congress of the Communist Party of China(CPC)made it clear that it is necessary to strengthen pollution control of water,the atmosphere and soils so as to solve the outstanding environmental problems that endanger people's health.For a long time,China has adopted a series of strong measures to improve the quality of the environment,rural areas into the pollution control and ecological protection has also made positive progress.However,at present,the rural environment is still grim in China.The pollution of the environment,the pollution of agriculture,the coexistence of industrial pollution,the intertwining of point source pollution and non-point pollution,and the transfer of industrial and urban pollution to rural areas seriously endanger people's health.social stability.The severe rural environment situation has become one of the important factors restricting the sustainable development of China's rural economy and society.At present,China's rural environmental pollution is faced with the excessive discharge and accumulation of domestic waste,the extensive use of chemical fertilizers,pesticides and agricultural plastic film,the pollution of township enterprises and the serious pollution of livestock and poultry manure,and the transfer of municipal waste to rural areas.China as a big agricultural country,the rural carrying the majority of people,the rural environment is directly related to the health of hundreds of millions of rural people,related to the rural economy can continue to grow,related to rural and even the whole country security and stability.China's rural environmental pollution prevention and control as a whole is also facing a lot of problems such as poor legislation,lack of law enforcement,poor awareness of farmers' environmental subject,and poor rural environmental management system.It is of great significance to explore and construct the long-term mechanism of rural environmental pollution prevention and control which is suitable for China 's national conditions.It is of great significance for the construction of new socialist countryside and the construction of socialist harmonious society.Based on the research and theoretical innovation,this paper aims at the main problems of rural environmental pollution prevention and control in our country from the aspects of legislation,law enforcement,judicatory,law-abiding,law-abiding and so on,Legal supervision,public participation and so on,put forward a series of legal countermeasures.The first chapter summarizes the rural environmental pollution in China,points out the related concepts and the characteristics of rural pollution,and discusses the origin and causes of pollution.The second chapter is the current legal situation and the existing problems in our country,and focuses on the problem.The third chapter mainly introduces the advanced experiences of the United States,Germany and Japan in the prevention and control of rural environmental pollution and their institutional measures,and then puts forward their enlightenment to our country.The fourth chapter is the most important part of the article,and puts forward how our country should strengthen the rural environmental pollution prevention and control work,and make perfect suggestions on the protection of rural environment in China from perfecting the legal system,perfecting the rural environmental supervision and strengthening the enforcement.
