Study On The Procurement Risk Assessment Of The Steelmaking Alloy Project Of SQ Company

China is the world's largest producer of rough steel.Before 2008,the domestic steel market was in an oversupply stage.Steel companies,especially private steel companies,were rapidly developing and steel production capacity continued to increase.In 2009,the steel industry experienced a total surplus.The price competition among steel companies for similar products has become increasingly significant.How to reduce the cost and improve the competitiveness of enterprises has become a major issue for major steel enterprises.SQ company as a wholly owned subsidiary of large state-owned enterprises,shougang group shougang group is a strategic move after adjusting the only medium plate production base,but since the SQ company steel link cost 200 yuan above each tonne of steel industry,including alloy cost accounts for about 35% of the cost of steelmaking,enterprise product competitiveness is low,even become the key factor for SQ company profit and loss balance.In order to reduce the cost of steelmaking,the steelmaking alloy cost reduction project group was established under the leadership of the steelmaking business department.The goal is to reduce the cost of steelmaking alloy by 20 yuan per ton of steel.But the authors of the alloy procurement,during the implementation of measures is not communication,weak management of suppliers,purchasing list right is not clear,and many other risks,therefore,research on SQ company alloy procurement risk problem,and improve the risk prevention and control measures,alloy authors can better to complete the project goals,SQ steel products of the company to reduce costs,improve enterprise competitiveness,is of great significance.Firstly,the research background,significance and research status of alloy procurement in the cost reduction project of steelmaking alloy of SQ Company are introduced.The related concepts of procurement risk and risk management are expounded.Second,describes the present situation of steel alloy authors project procurement management,summarized the SQ company procurement management process and characteristics of investigation and identify potential purchasing steps,buying team,information system,its own reasons,such as upstream enterprise risk a total of five categories procurement risk source,risk of twelve points,and analyses the reason and mining.Again,using the questionnaire investigation on the five risk source,risk of twelve points has carried on the quantitative evaluation,so as to identify the main risk points,including: shopping activities are not audit forms,shopping to determine payment is not standard,improper agreement,after the crisis,not to purchase evaluation and the responsibilities of the department organization setup is not reasonable,lack of responsibility to supervise each other,SAP cannot obtain OA data,information system user rights confusion,post fraud,supplier selection is not reasonable,parts of many aspects,such as shortage of material suppliers,and the risk points in the form of a risk matrix.Finally,on the basis of assessing the procurement risk of SQ company,it puts forward several targeted strategies,such as defining the responsibilities of departments and agencies,supervising each other in positions and responsibilities,unifying contract terms,establishing procurement evaluation committee and assessing post-procurement behaviors,so as to further improve the crisis prevention ability and strengthen the supervision of purchasing.This study not only provides reference for the risk prevention and control of alloy procurement in SQ company's alloy cost reduction project,but also provides reference for the procurement management of other projects in the steel industry.
