In order to beautify the environment and improve the overall image of the city,the City Landscape Lighting Project is to install lamps in such places as landmark buildings,shopping mall,tourist attractions,streets and other places with big crowds.Chinese people have a long tradition of enjoying scenery with lights since ancient time.There are nationwide exhibition of lanterns during the Lantern Festival.The City Landscape Lighting represents the higher requirements of people for a better spiritual life as the overall living standard is improving.The large-scale improvement project of lighting quality in Changsha began in 2006.It has gone through rapid development and made great progress during the past decade.Changsha municipal government pays great attention to city lighting since it is a important tool to beautify a city.To lighten the city and thus to beautify the city has become the consensus of government officers and citizens.However,due to the lack of experience in lighting construction plan and some problems concerned with the management system,how to realize the effective supervision of lighting project has become an important issue in the study of city development.First of all,in the management of urban lighting,the relevant functional department should have a clear division of labor,and each has its own duties.The construction and management of the lighting project must strictly follow the lighting planning.At present,there are some problems in the management of landscape lighting in Changsha City,such as not strictly following the plan,waste of energy and other potential safety hazard.In Changsha,there is no overall scientific planning of lighting project or a single administrative department.The designing plans have already lagged behind,and there is no centralized management of the lighting facilities,which leads to uncontrolled lighting of the city and even light pollution.This paper is a top-level design of lighting management and the control of light pollution.The paper also tries to straighten out the management mechanism thoroughly.Since the management without assessment is invalid,this paper analyzes the way to design a scientific assessment mechanism for lighting management,and sets up a standard of assessment based on the light rate through the establishment of a mathematical model and a practical investigation.This standard has been applied to the assessment of lighting management in Changsha.Secondly,light pollution is a thorny problem with the rapid development of urban lighting.Light pollution is mainly caused by the lack of specific control standard and supervision department for light pollution,the excessive pursuit of the designer for the brightness without caring about its influence on the environment.Constructors use lights of high energy-consumption for the purpose of saving money,which results in unnecessary waste and serious light pollution in some areas,affecting the lives of the local residents.This paper explores the ways of controlling the color temperature and brightness of lamps according to the different environment in which lamps are set up and the standards of other advanced cities both at home and abroad.The scientific control of the color temperature and brightness of lamps can not only better represent the different regional features of different cities,but also show the sense of the third dimension of landscape architecture,which leads to energy-saving,environmentally friendly and beautiful landscape lighting.Finally,this paper makes an example analysis on the whole process of construction and supervision of the large-scale Brightening Project of Changsha city---"The Brightening Project on Both Sides of Xiangjiang",and studies how to finish a good construction project of government management.In the construction process,Xiangjiang Brightening Project advocates low carbon concept,and carries through the ideas of energy-saving and the use of energy-efficient lighting appliances.Based on energy-saving and safety,the scientific ways of brightening are put into practice and the brightness and illumination of lamps are strictly controlled and applied according to landmark building,different shapes,materials and cultural background of the lamps,We should encourage the use of new materials,new technologies and new equipments which are environmentally friendly,strictly limit the use of the lamps of high brightness and high energy consumption,and properly implement the scientific way of lighting management which is green and energy-saving as to avoid the negative impact on the lives of residents and prevent light pollution.The successful completion of the project fully reflects the scientific management of the urban lighting project and promotes the construction of economically and environmentally friendly city.It is worth learning.
