Research On Water Pollution Control Of Liwan And Nanhai

With the social development,the governance of public problems has become an important part of government functions.The boundary of water pollution often does not coincide with the boundaries of administrative divisions,thus resulting in cross-regional water pollution.A single local government cannot solve this problem and cannot provide cross-border public services.Therefore,the governments have cooperated to co-govern cross-border water pollution.This article studies the pollution control of rivers across cities from the public management perspective,and explores the cooperative governance of transboundary water pollution.The paper selects the cooperation between Nanhai District and Liwan District as the point for analysis.The main contents include the joint action of the two places on rectifying transboundary water pollution issues,the relevant policy documents issued,summarize the achievements and existing problems,and give suggestions.The author finds that there have system,mechanism and institutional obstacles in the issues.It is recommended to strengthen watershed management,strengthen communication and docking,encourage public participation,establish emissions trading and ecological compensation mechanisms,and improves relevant regulations and policies.The research methods include field research,literature research,combination of theory and practice,and statistical analysis.They are mainly composed of four parts: the first part introduces the basic theory of transboundary water pollution and governance;the second part illustrates the basic situation of transboundary water pollution in two places;the third section analyzes the problems and causes of transboundary water pollution control in the two places;the last part puts forward some measures to improve the treatment of cross-border water pollution.The essay pays attention on the present situation and through the discussion on the formation and causes of transboundary water pollution,this paper proposes a cooperation mechanism to improve cross-border water pollution control in the two regions and further strengthen cooperation among local governments.
