Since the 1970 s,environmental issues have aroused global concern for sustainable development.Countries around the world have gradually reached a consensus on Sustainable development.It is an inevitable choice for human beings to take the road of sustainable development.For developing countries,it is necessary to cope with the two major problems of global warming and environmental pollution reduction.To ensure sustainable human development,low-carbon activities and environmental protection must be carried out.Although the time and background of low carbon and environmental protection are different,they are both constraints to sustainable development.They have an interaction and mutual influence relationship.As long as we grasp the coupling mechanism of low carbon and environmental protection,we can achieve synergistic development between low carbon and environmental protection,achieve a win-win situation of low carbon and environmental protection,and win stable guarantee for the sustainable development of human society.For this reason,under the background of ecological civilization construction and high-quality development,what kind of relationship exists between China's low-carbon system and environmental system,whether the two are synergistic,and the difference in synergy between different regions is a major practical problem worth studying.This paper combines the research on low carbon development and environmental protection development evaluation index system at home and abroad,follows the principles of statistical indicator design,and constructs a low-carbon development evaluation index system and environmental development evaluation index system in China.Based on the statistical data of 30 regions(except Tibet)in China from 2005 to 2016,this paper uses subjective and objective combination weighting method and multi-index comprehensive evaluation method to comprehensively evaluate the low-carbon development level and environmental protection development level at the regional level in China.The coupling model and the coupling coordination model are used to measure and evaluate the synergy between low-carbon systems and environmental protection systems at the regional level in China.The evaluation analysis results show that: Firstly,in recent years,the development of low-carbon and environmental protection at the regional level in China has increased.There are obvious differences in the development of low-carbon and environmental protection in different regions,and both of them have a great relationship with the level of economic development.Secondly,the synergy between low-carbon development and environmental protection development at the regional level in China is poor.Only a few areas have reached a high degree of synergy,and there are still many areas showing non-synergy.Thirdly,the synergistic effect of low carbon and environmental protection in China has shown a steady growth trend,and the degree of interaction between them has gradually increased.Fourthly,the synergistic effect is affected by economic development and natural environment.The synergistic effect of low carbon environmental protection in southern coastal areas of China is better than that in in other areas.
